Per<strong>for</strong>mance Steps<br />
Note: The operational environment must be considered at all times during this task. All<br />
<strong>Army</strong> elements must be prepared to enter any environment and per<strong>for</strong>m their missions<br />
while at the same time, dealing with a wide range of unexpected threats and other<br />
influences. Units must be ready to counter these threats and influences and, at the same<br />
time, be prepared to deal with various third-party actors, such as international humanitarian<br />
relief agencies, news media, refugees, and civilians on the battlefield. These groups may or<br />
may not be hostile to us, but they can maybe affect the unit's ability to accomplish its<br />
mission.<br />
Warning<br />
During the assessment ensure that biological threats associated<br />
with close contact/combat are taken into consideration and<br />
protective measures are taken to prevent exposure.<br />
1. Assess the situation by identifying the level of hostile civilian threat.<br />
a. Verbal.<br />
b. Physical without weapons (touching, pushing).<br />
c. Physical with weapons (rocks, clubs, spitting).<br />
d. Physical with firearms shown.<br />
e. Physical with firearms used.<br />
2. Report the situation to the section or team leader at once.<br />
3. Take steps to protect yourself and others against physical and other hazards.<br />
a. Use full-face shields.<br />
b. Use double layer latex gloves.<br />
Note: Any exposure incident must be reported to the chain of command.<br />
4. Isolate hostile civilian(s), if possible.<br />
a. Identify hostile group(s) sphere of influence.<br />
b. Remove the individual with the most influence of the crowd.<br />
c. Use the 5S's (search, silence, segregate, safeguard, speed to the rear).<br />
5. Employ no more <strong>for</strong>ce than is necessary to control the situation using<br />
graduated response measures.<br />
Note: Soldiers should employ the lowest level of <strong>for</strong>ce necessary to address a threat but<br />
may use any level, even deadly <strong>for</strong>ce, without per<strong>for</strong>ming earlier steps, if the circumstances<br />
or threat do not allow <strong>for</strong> the use of graduated levels of <strong>for</strong>ce.<br />
a. Avoid confrontation if possible. Do not on purpose instigate, threaten,<br />
provoke, or bluff.<br />
b. In a convincing manner, speak to the civilian and state the peaceful<br />
intent of your mission.<br />
c. Tell the civilian to "STAND BACK" and warn him that you may have<br />
to use <strong>for</strong>ce.<br />
d. If a civilian places his or her hands on your body, use your riot baton or<br />
MP club to brush him or her back.<br />
e. If a civilian attempts to inflict bodily harm, use any authorized<br />
materials (such as water hoses, chemical gases) to impede movement.<br />
f. Use your individual weapon, if necessary, as prescribed by the<br />
established ROE.<br />
