Per<strong>for</strong>mance Steps<br />
Explanation. A member of the Armed Forces remains responsible <strong>for</strong> personal<br />
actions at all times. Article VI is designed to assist members of the Armed Forces<br />
to fulfill their responsibilities and survive captivity with honor. The Code of<br />
Conduct, E.O 10631, does not conflict with the UCMJ, and the latter continues to<br />
apply to each military member during captivity or other hostile detention.<br />
Soldiers, whether detainees or captives, can be assured that the U.S. Government<br />
will make every ef<strong>for</strong>t to obtain their earliest release. Faith in one's country and<br />
its way of life, faith in fellow detainees or captives, and faith in one's self are<br />
critical to surviving with honor and resisting exploitation.<br />
Evaluation Preparation: Setup: Develop an exercise scenario based<br />
about wartime mission requirements (including geographical areas of<br />
deployment). The scenario should reflect enemy doctrine, capabilities,<br />
vulnerabilities, political and cultural aspects, and PW management<br />
procedures. Develop a control plan, which incorporates the risk<br />
assessment and instructions <strong>for</strong> controlling and evaluating the player<br />
unit. Develop and design intelligence in<strong>for</strong>mation to be coordinated,<br />
synchronized, and released to bring the play on the intended path. Test<br />
the Soldiers one by one about his/her ability to apply elements of the<br />
Code of Conduct in a SERE situation or in a captivity environment<br />
during the survival/evasion portion of the local major <strong>Army</strong> command<br />
battalion, company, or platoon field training exercise (FTX).<br />
Maximum combat realism should be applied to tactical exercises<br />
consistent with good safety practices. Using PW compounds and<br />
resistance training laboratories by other than USAJFKSWCS to teach<br />
Code of Conduct and SERE training is prohibited.<br />
Brief Soldier: Brief the Soldier that the Code of Conduct provides him<br />
or her with a set of guiding principles, moral obligations, and<br />
professional ethics to survive and return home with honor from a<br />
SERE environment and is not to be interpreted as a set of inflexible<br />
laws. Tell the Soldier that he/she is required to comply with the<br />
guidelines set <strong>for</strong>th in the Code of Conduct and according to<br />
FM 3-05.701, chapters 2 and 13.<br />
