5. Determine if the vehicle and occupants are authorized access.<br />

a. Determine if the vehicle has a DOD decal. If it does not, direct the<br />

driver to pull to the inspection lane to be checked.<br />

b. Determine if unidentified persons can produce authorized <strong>for</strong>ms of a<br />

state or federal government-issued photo ID card. If not, direct them to the access<br />

control operations center where they might be searched, checked against the<br />

barred persons list, vouched <strong>for</strong> by an authorized person on the installation, or<br />

denied access to the installation.<br />

Note: Keep in mind that the driver or other occupants of the vehicle may be under duress by<br />

the unidentified person. Because of this potential problem, local SOPs and commanders<br />

may implement a duress code policy that would alert access controllers as to what actions<br />

to take.<br />

6. Grant or deny the vehicle and occupants access to the installation by using a<br />

verbal command and/or hand-and-arm signals.<br />

Note: Local SOPs will dictate whether a vehicle not possessing a DOD decal may be issued<br />

a temporary visitor's pass.<br />

a. Grant access and signal the vehicle to proceed if the vehicle and<br />

occupants are authorized access to the installation.<br />

b. Deny access to the installation if the vehicle does not have a DOD<br />

decal and/or the occupants do not have proper ID. Notify your supervisor and the<br />

military police of any suspicious activity.<br />

7. Per<strong>for</strong>m a visual check of the person approaching the pedestrian gate.<br />

a. Look to see if the person is carrying a briefcase, box, or any item that<br />

should be checked according to the local SOP.<br />

b. Observe the person <strong>for</strong> unusual bulges in clothing and <strong>for</strong> being dressed<br />

not proper <strong>for</strong> the time of year or season (<strong>for</strong> example, a long jacket in hot<br />

weather).<br />

c. Observe the person approaching <strong>for</strong> anything that would arouse<br />

suspicion or indicate terrorist activity.<br />

8. Stop the person by using a verbal command and/or hand-and-arm signals.<br />

9. Identify each person by taking possession of and examining the military or<br />

DOD ID card, state driver's license, or other <strong>for</strong>m of state or federal governmentissued<br />

photo ID card.<br />

a. Compare the photo to the person and inspect the ID card to ensure that<br />

it is valid and has not been tampered with.<br />

b. Maintain eye contact with the person throughout the interview and<br />

report suspicious behavior to the supervisor.<br />

c. Inquire about the contents of any suspicious briefcase, package, or<br />

container.<br />

d. Notify your supervisor and the military police desk if the photo does<br />

not match the person, if you are unsure that the identification you are being<br />

shown is valid, or if you suspect that the ID card has been tampered with.<br />
