Per<strong>for</strong>mance Steps<br />

2. Identify influences that shape the OE culture.<br />

Note: Geography, history, religion, economics, social and political structure affect the<br />

VBBN of any OE. It is necessary <strong>for</strong> Soldiers to be aware that some influences define<br />

VBBN more than others. For example, the geography of an area may impact daily survival<br />

or the religion of an area may permeate the daily lives of a people. By understanding the<br />

major influences, a Soldier can better prepare <strong>for</strong> the mission in any OE.<br />

3. Identify effects of personal bias about interactions with OE culture.<br />

Note: There are two kinds of bias: preference and point of view. Preference boils down to<br />

"what I like." Point of view boils down to "from where I'm standing." A practiced (or<br />

practicing) observer of cultures will be aware of their cultural bias and how it effects<br />

interactions within the OE.<br />

4. Identify cultural considerations effecting communications with OE culture.<br />

Note: Five major cultural considerations of time, face, personal space, fate, and nonverbal<br />

communication all effect communications. Cross-cultural communications are further<br />

influenced by the context of a situation. High context refers to societies or groups where<br />

people have close connections over a long period of time and behaviors are not made<br />

explicit. Low context refers to societies where people tend to have many connections but of<br />

shorter duration. In these societies, cultural behavior and beliefs may need explicit<br />

understanding. It is beneficial <strong>for</strong> a Solider to understand these contexts in approaches to<br />

communication.<br />

5. Identify effects of OE culture on military operations.<br />

Note: In order to enhance mission effectiveness, Soldiers must be able to identify the<br />

effects of the OE culture on military operations. It is necessary to identify these effects,<br />

which impact timing and courses of action.<br />

6. Identify effects of military operations on OE culture.<br />

Note: In order to enhance mission effectiveness, Soldiers must demonstrate the ability to<br />

incorporate those effects into operational planning. They must identify effects from chaos<br />

to stability and apply control measure to minimize negative effects.<br />

Evaluation Preparation: Setup: This task may be evaluated at the end of<br />

OE training as well as during a field training exercise.<br />

Brief Soldier: Tell Soldier that he will be evaluated about their ability to<br />

identify potential areas of conflict/agreement of OE culture with<br />

personal/American military culture and the effects of these<br />

conflicts/agreements about the successful completion of mission.<br />
