3.2 Sewer and Wastewater The City of Los Angeles operates the Hyperion Wastewater Treatment Plant located near the West Basin’s service area. West Basin purchases effluent from the Hyperion Treatment Plant that has received secondary treatment. West Basin treats the effluent to a minimum of tertiary treatment and disinfection to meet State requirements. Rates for reclaimed water are low and are used primarily for irrigation purposes. The City has 14 connections to the West Basin’s recycled water system and serves Inglewood Park Cemetery, Hollywood Park Race Track, City Parks, School District facilities, and Caltrans right of way. • Regulatory Setting Federal Regulations National Pollution Discharge Elimination System (NPDES) Permits The NPDES permit system was established by the Clean Water Act (CWA) to regulate both point source discharges (a municipal or industrial discharge at a specific location or pipe) and nonpoint source discharges (diffuse runoff of water from adjacent land uses) to surface waters of the United States. For point source discharges, such as sewer outfalls, each NPDES permit contains limits on allowable concentrations and mass emissions of pollutants contained in the discharge. Disposal of Biosolids Title 40 of the Code of Federal Regulations (CFR) Part 503, Title 23 California Code of Regulations, and standards established by the CVRWQCB regulate the disposal of biosolids. • Issues • A Sewer Master Plan is currently being prepared by the City and will be available by the end of 2006. While no issues have been identified by this report, the Sewer Master Plan may identify specific issues related to the City’s sewer and wastewater systems. • References Sanitation Districts of Los Angeles County. 2006.
