Housing Cost Burden As shown in Table 2.2-8, housing cost burden among renters is widespread. However, in areas east of Prairie Avenue and south of Century Boulevard, housing cost burden among renters seems to be more prevalent than in other areas. 14 Overcrowding Overcrowding in residential units is defined as having more than 1.01 persons per room. Severe overcrowding is defined as having more than 1.51 persons per room. As shown in Table 2.2-8 above, approximately one-quarter of all households lived in overcrowded conditions in Inglewood, with 28 percent of the renters and 16 percent of the owners experiencing overcrowding. Renters earning less than 50 percent of the Los Angeles County Median Family Income (MFI) had the highest incidence of overcrowding, with 30 percent of the extremely low income (0–30 percent of MFI) renters and 40 percent of the low income (31–50 percent of MFI) renters living in overcrowded conditions. As shown in Table 2.2-9 below, both overcrowding and severe overcrowding increased significantly between 1990 and 2000 in both the City of Inglewood and Los Angeles County. There are two primary factors likely contributing to overcrowding in Inglewood 15 : 1. An increase in the number of large families residing in units constructed for smallersized families. This is probably the primary cause and is being exacerbated by the continuing increase in the number of larger households. 14 Inglewood, City of.
