Chapter 6 Community Safety and Hazards ranges including the Santa Anna, San Jacinto, and Laguna Mountains in Southern California. The Santa Monica and Hollywood faults are considered the boundary between these two geomorphic provinces. The City is underlain by a thick (10,000 to 12,000 feet) section of Tertiary and Quaternary marine and continental sedimentary rocks deposited on an igneous-metamorphic basement complex within the Los Angeles sedimentary basin. The Tertiary rocks, consisting primarily of sandstone, silt-stone, and shale, are almost entirely of marine origin and range in age from Eocene and Pliocene. The Quaternary rocks consist of shallow marine sandstone and siltstone and continental siltstone, mudstone, and gravels. Mineral Resources Oil and Gas Production Within the City, oil is the only extractable resource known to exist with the possible associated presence of natural gas. The City straddles a line of oil deposits that generally runs southeast to northwest from the Rosecrans Hills to the Baldwin Hills, paralleling the Newport-Inglewood Fault Zone. Oil production, in terms of the number of wells, was greater in previous decades although substantial oil extraction still occurs in the Baldwin Hills. Within the City, there is only one remaining active oil well site, the seven-acre Brea Oil Company site at Eucalyptus Avenue and Hyde Park Boulevard. Previously, a small site operated in what is now the north parking lot at Hollywood Park. It was closed in 1997. The oil deposits in this oil field have been reduced after nearly a century of oil extraction but there may be sufficient remaining oil and possibly untapped deposits, for continued extraction and even new exploratory drilling. Furthermore, oil extraction technology may make technical advances to permit additional production from previously depleted areas. Techniques such as the use slant-drilling could allow multiple wells to be consolidated within smaller, enclosed spaces that do not need to be located directly over the deposits. • Regulatory Setting There are no applicable regulations related to geology and soils. Local Inglewood Municipal Code The City of Inglewood has a permit-issuance procedure (Special Use Permit) to evaluate any future oil drilling sites based on their locality, accessibility, and potential impact on adjacent land uses. Appropriate impact-mitigating conditions of development and operation can be imposed to enable the safe extraction of oil within certain areas in the City. Additionally, an Oil Well Permit is issued by the City Council for each well within an approved drilling site. This permit allows the Inglewood Fire Department to regulate and enforce safe operating conditions at each well site. 6.1-2 City of Inglewood General Plan Update Technical Background Report
6.1 Geology, Soils, and Mineral Resources • Issues • No issues have been identified related to geologic or mineral resources. • Glossary • Alluvial—Pertaining to or composed of alluvium, or deposited by a stream or running water. • Alluvium—A general term for clay, silt, sand, gravel, or similar unconsolidated detrital material deposited during comparatively recent geologic time by a stream or other body of running water as a sort or semi-sorted sediment in the bed of the stream or on its flood plain or delta, or as a cone or fan at the base of the mountain. • Consolidated material—Soil or rocks that have become firm as a result of compaction. • Cretaceous—The period of geologic time from 145 to 65 million years ago. • Eocene—The period of geologic time from 58 to 40 million years ago. • Holocene—a period of geologic time since the last ice age in North America, approximately 11,000 years. • Miocene—A period of geologic time from 24 to 5 million years before the present. • Paleocene—A period of geologic time from 64 to 58 million years ago. • Pleistocene—A geologic period which began about 2.0 million years ago and ended with the melting of the large continental glaciers about 11,000 years ago. • Pliocene—A period of geologic time from 5 to 2 million years ago. • Quaternary—a period of geologic time from 2.0 million years to the present. • References Inglewood, City of. 1995.
