5.2 Hydrology and Water Quality Metropolitan Water District Groundwater Recovery Program MWD established the Groundwater Recovery Program (GRP), which provides financial assistance to member agencies to improve and enhance the quality of local ground water that does not meet the regulatory standards of the EPA and DHS. Local The City of Inglewood supports water conservation planning and implementation of water conservation measures. Historically, the City has employed numerous conservation measures to discourage water waste and overuse. In addition, the City participates in the promotion of water conservation programs developed and implemented by MWD. The following list outlines the various programs the City implements: • Water Survey Programs for Single-Family and Multi-Family Residential Customers. This program includes literature for the public that provides tips on identifying systems leaks and instruction for repair. Under the program, the City also monitors water usage by water use category. This helps identify changes in water demand patterns. • Residential Plumbing Retrofit. The City participates in several programs to encourage the retrofit of residential plumbing. These include installation of lowflow showerheads and toilet dams to conserve water. It also includes participation in ultra low-flow toilet replacement and rebate programs. • System Water Audits, Leak Detection, and Repair. As part of normal operation and maintenance of the water system, water division staff does preventive maintenance of approximately 152 miles of water pipelines. This includes regular valve, meter, detector check, and pipeline maintenance. If during routine inspection of the system leaks are encountered or suspected, further evaluation is conducted, and if leaks are found, they are repaired. • Metering with Commodity Rates for All New Connections and Retrofit of Existing Connections. The City meters all customers, including separate metering for residential, commercial, industrial, municipal facilities, and fire flows. The City has an inclining block rate for water service based on the quality of water consumed. Based on the current billing system, the more water a customer consumes, the higher the water bill because the commodity rates are per unit of water consumed, thereby providing a cost benefit to conserving water. • Large Landscape Conservation Programs and Incentives. As part of this program, the City provides reclaimed water at a lower rate than potable water to provide an incentive to use reclaimed water. • High-Efficiency Washing Machine Rebate Program. In cooperation with MWD and other agency sponsors, the City participates in a high-efficiency washing machine rebate program. • Public Information Programs. The City has developed a public information program to educate the public to the benefits of water conservation. The program City of Inglewood General Plan Update Technical Background Report 5.2-11
Chapter 5 Environmental Resources involves the dissemination of information through literature provided at City Hall and other City facilities, articles in the City newsletter and local cable television. • School Education. The City participates in a variety of school education programs in cooperation with MWD. • Conservation Programs for Commercial, Industrial, and Institutional Accounts. These programs include specific provisions for commercial, industrial, and institutional customers. The City has several other programs to generally promote water conservation. These include water waste prohibition, residential ultra-low flush toilet replacement program, and conservation pricing. • Issues • Increasing urbanization will increase impervious surfaces, increasing stormwater runoff and sedimentation, thereby triggering potential decreases in water quality. • References Inglewood, City of. 1997.
