• Regulatory Setting

California Water Code
California law makes local governmental agencies responsible for flood control.
Section 8401, paragraph (c), of the California Water Code states, “The primary
responsibility for planning, adoption, and enforcement of land use regulations to
accomplish flood plain management rests with local levels of government.” Locally,
Inglewood falls under the jurisdiction of the Los Angeles County Flood Control District,
which regulates and plans flood control activity in Los Angeles County.
• Issues
Based upon research and conversations with Department of Public Works staff, the
following is a list of issues that the City faces regarding Flood Hazards.
• Inglewood is highly urbanized and the majority of the ground coverage consists of
impervious surfaces, which can lead to an increase in volume and velocity of runoff
after a rainfall event, increasing the potential for flood hazards.
• The City lacks a plan to address mitigation in areas of historical flooding during
large storm events.
