At any time prior to the deadline for submission of bids, APTS, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, may modify the bidding documents by amendment. 2. All prospective bidders those have received the bidding documents will be notified of the amendment, and such modification will be binding on all bidders. 3. In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, the APTS, at its discretion, may extend the deadline for the submission of bids. 3.8. Cost of Bid Preparation The bidder shall bear all costs associated with the preparation and submission of its bid and APTS shall in no event or circumstance be held responsible or liable for these costs, regardless of the conduct or outcome of the bidding process. All costs incurred in connection with participation in the bidding process, including, but not limited to, costs incurred in participation in meetings/ discussions/ presentations, preparation of proposal, in providing any additional information required by APTS to facilitate the evaluation process and in negotiating a definitive contract or all such activities related to the bid process will be borne by the bidder. This RFP does not commit APTS to award a contract or to engage in negotiations. Further, no reimbursable cost may be incurred in anticipation of award. Bidders shall furnish the required information on their technical and commercial proposals in the enclosed formats only. Any deviations in format or if the envelopes are not sealed properly will make the tender liable for rejection. 3.9. Right to Terminate the Process APTS makes no commitments, explicit or implicit, that this process will result in a business transaction with anyone. Further, this RFP does not constitute an offer by the APTS. The bidder’s participation in this process may result in APTS selecting the bidder to engage in further discussions and negotiations towards execution of a contract. The commencement of such negotiations does not, however, signify a commitment by APTS to execute a contract or to continue negotiations. APTS : One Stop-Shop Solution provider for e-Governance. Bid Submission 4.1.1 Authentication of Bids A letter of authorization shall be supported by a written power-of-attorney accompanying the bid. Copy of the Power of Attorney also needs to be attached with the pre- qualification proposal. 4.1.2 Interlineations in Bid The bid shall contain no interlineations, erasures or overwriting except as necessary to correct errors made by the Bidder, in which case such corrections shall be initialed by the person or persons signing the bid. 4.1.3 Late Bids Bids received after the due date and the specified time (including the extended period if any) for any reason whatsoever, shall not be entertained. 4.1.4 Availability of Tender documents Tender document can be downloaded from For the detailed tender notice, please visit www.apts.gov.in or https://tender.eprocurement.gov.in. The bidders are expected to examine all the instructions, forms, terms, project requirements and other information in the RFP documents. Failure to furnish all information required as mentioned in the RFP documents or submission of a proposal not sunstantially responsive to the RFP documents in every respect ill be at the bidder’s risk and may result in rejection of the proposal and forefeiture of the bid. 4.1.5 Registration of vendors For registration and online bid submission, bidders may contact help desk of M/s. APTS, www.eprocurement.gov.in or https://tender.eprocurement.gov.in. 4.1.6 Digital Certificate Authentication The bidder shall authenticate the bid with his Digital Certificate for submitting the bid electronically on e-procurement platform and the bids not authenticated by Digital Certificate of the bidder will not be accepted on the e-procurement APTS : One Stop-Shop Solution provider for e-Governance.
