7.16. Content and form of response
This section contains the table of contents for the bid response. In order to facilitate
evaluation and comparison of bid responses, IAs shall submit their response in this
format. Failure to do so may result in the bid being eliminated at the examination stage
as no responsive. Should the IA have additional information to submit that cannot be
encompassed by the current table of contents, additional sections may be added at the
end.
7.17. Award criteria
Final choice of IA, to execute this project shall be made on the basis of to the following:
• Suitability of the solution proposed by IA
• Time schedule of execution
• Appropriateness of financial offer from the point of view of cost-effectiveness,
• Total cost over contact period
• Sustainability of solution
7.18. Notification of award & signing of Contract
Prior to expiration of the period of Bid validity, APTS will notify the successful IA in
writing, that its Bid has been accepted. The successful shall submit the PBG within the
10 days of receipt of Notification of Award to the client department. Upon receipt of
PBG, the Department will enter into agreement with successful IA.
Within 15 days of receipt of the Contract Form, the successful IA shall sign and date the
Contract and return it to the Department. Upon the successful IA's furnishing of
Implementation Guarantee and signing of Contractual documents, APTS will promptly
notify each unsuccessful IA and will discharge its Bid security.
7.19. Corrupt fraudulent practices
Defines, for the purpose of this provision, the terms set forth below as follows:
“Corrupt practice” means the offering, giving, receiving or soliciting of anything of
value to influence the action of a public official in the process of Contract execution and
“fraudulent practice” means a misrepresentation of facts in order to influence a
procurement process or the execution of a Contract the detriment of the Borrower, and
includes collusive practice among IAs (prior to or after Bid submission) designed to
establish Bid prices at artificial noncompetitive levels and to deprive the Borrower of the
benefits of free and open competition.
