7.9. Stage-III Bidding (S3) – Commercial Bid Evaluation
1. The Commercial bids of the bidders who have been qualified in the Stage II
shall be opened for evaluation in Stage III.
2. Final choice of firm for the project shall be made on the basis of conformity to
pre qualification, appropriateness of the financial offer from point of view of
cost effectiveness over the entire period for the services and capability of the
firm to execute and service the project.
3. Department reserves the right to reject all/ any part of the tender without
assigning any reason whatsoever and decision of APTS/ Excise
department/ GoAP in this regard, shall be final and binding.
4. Although Department/ GoAP states views as to how its requirements must be
satisfied in this RFP, respondents are invited to propose alternatives in
addition if they believe the Requirements can be better satisfied. Such
alternatives must be clearly and separately itemized and cost.

Commercial Score
The bidder with the lowest Cost shall be identified as L1 bidder.
7.10. Technical & Commercial Bid Evaluation Process
Department may ask vendor(s) for additional information, visit vendors site and/ or ask
for technical presentation and may arrange discussion with their professional, technical
faculties to verify claims made in technical bid documentation.
7.11. Overall Evaluation
APTS/ Department will evaluate and compare the bids determined to be substantially
responsive. It is APTS’s intent to select the proposal that is most advantageous to
APTS : One Stop-Shop Solution provider for e-Governance.
