9. Special Conditions of the Contract (SCC)
The following Special Conditions of Contract (SCC) shall supplement to the General
Conditions of Contract (GCC). Whenever there is a conflict, the provisions of the SCC
shall prevail over those in the General Conditions of Contract.
9.1 Subject Matter of Contract
9.1.1 Contract Agreement
The successful IA should enter into agreement with the client.
9.1.2 Key Personnel for Client
Co-ordinator from the Client.
Co-ordinator(s) from the Consultant.
9.1.3 Key Personnel for IA
List of Key personnel identified and listed by the IA in the bid document.

9.2 Contract signing
The IA has to enter into agreement with the Client/Consultant for which he has
quoted and awarded within the stipulated time as mentioned in the bid document.
9.3 “Effective Date”
Means the date on which the contract signed for execution
9.4 Local office:
The IA should undertake to provide a project office in the State where the
services are to be provided
9.5 “Go-Live”
Means the date on which all modules as per the contract are made operational
and accepted by the client.
9.6 “Project Co-ordination”
Means the Project Manager or any other officer appointed by IA on its behalf for
overall co-ordination, supervision and project management;
9.7 “Project site”
Where applicable, means the place(s) where services are to be made available
to user(s);
1. Project development site
The development team shall be stationed at the IA site. However, the
department will arrange for the office space for the Program/ Project
Manager in the client office.
