5.5.2 General Considerations<br />

5.5.2.1 The necessity to provide on-street public transport stopping places will depend very much on the<br />

type of highway scheme that is being designed, but early consultation with the appropriate<br />

Transport Operations Divisions of the Transport Department should be made to ascertain<br />

whether any or all of the following are required:<br />

(i)<br />

(ii)<br />

(iii)<br />

(iv)<br />

Franchised Bus Stopping Places;<br />

PLB Stands or Stopping Places;<br />

Taxi Stands;<br />

Non-franchised Bus Stopping Places.<br />

5.5.2.2 On-street public transport stopping places should not normally be provided on Trunk Road,<br />

Primary Distributor Roads and Rural Roads having no frontage access. Consideration will need<br />

to be given as to where appropriate and convenient stopping places can be located adjacent to<br />

these routes.<br />

5.5.2.3 Bus stopping places should normally not be provided on slip roads as this can interfere with the<br />

movement of other traffic, and the presence of pedestrians along these roads where traffic speeds<br />

are still relatively high may be detrimental to road safety. However, in certain situation there<br />

may be no alternative other than to locate the bus stop along a slip road. In these cases although<br />

each situation will need to be considered separately it will be important to ensure that the<br />

following points are taken into account:<br />

(i)<br />

(ii)<br />

(iii)<br />

(iv)<br />

That buses do not stop on the running carriageway;<br />

That buses emerging from the bus stop can do so safely, and in this respect that the driver<br />

of the bus can adequately see through his rear mirror vehicles approaching in the stream<br />

the bus is to be driven into;<br />

That pedestrians can safely reach and leave the bus stop area, preferably without crossing<br />

the slip road at grade:<br />

That pedestrians can safely wait at the bus stop and are discouraged from wandering onto<br />

the slip road.<br />

5.5.2.4 In terms of providing convenient stopping places for franchised buses adjacent to high speed<br />

roads, consideration should be given early in the design stage as to whether bus only slip roads,<br />

perhaps as a link between the main slip roads can be provided. However such facilities should<br />

not be provided for red minibuses and any stopping places for these should be situated away from<br />

any slip roads or major junctions.<br />

5.5.2.5 Taxi and Public Light Bus stands will normally only be appropriate for categories of road of<br />

local distributor road status or less.
