place where education wasn’t a real high priority. If it’s not a high priority<br />

<strong>in</strong> the family to beg<strong>in</strong> with and then you go to school and someone is<br />

say<strong>in</strong>g, you don’t quite fit <strong>in</strong> here, we’re go<strong>in</strong>g to f<strong>in</strong>d someplace else for<br />

you to be dur<strong>in</strong>g the day. I th<strong>in</strong>k that’s creat<strong>in</strong>g some problems...<br />

<strong>The</strong>re were some decision makers who did not po<strong>in</strong>t to factors that h<strong>in</strong>der their<br />

job performance or have changed there outlook concern<strong>in</strong>g their job. Others, however,<br />

<strong>in</strong>dicated a lack <strong>of</strong> resources to <strong>in</strong>creased caseload sizes as possible factors. <strong>The</strong><br />

follow<strong>in</strong>g quotes represent some <strong>of</strong> these sentiments.<br />

absorption <strong>of</strong> the juvenile justice system by the state government.. .1 th<strong>in</strong>k<br />

the techniques and the availability <strong>of</strong> services has changed considerably.<br />

Paper work, lack <strong>of</strong> funds, lack <strong>of</strong> resources available to us. Placements,<br />

residential treatment centers. Fund<strong>in</strong>g <strong>of</strong> residential treatment centers<br />

would be the biggest, there’s no money, no place to put the child.<br />

…lack <strong>of</strong> residential treatment facilities close to Sioux City.<br />

I am probably a bit more cynical over the years. <strong>The</strong>re have been changes<br />

<strong>in</strong> clients. Clients have become harder to deal with. <strong>The</strong>ir problems have<br />

gotten more severe. . . <strong>The</strong>re is more <strong>of</strong> a need for services and types <strong>of</strong><br />

services and less <strong>of</strong> fund<strong>in</strong>g com<strong>in</strong>g <strong>in</strong> for those k<strong>in</strong>d <strong>of</strong> services needed.<br />

So you see an <strong>in</strong>crease <strong>in</strong> need but a decrease <strong>in</strong> ability to attempt to solve<br />

those problems...
