In addition to the perception <strong>of</strong> changes <strong>in</strong> the youth and <strong>in</strong> family dynamics,<br />

there is also a belief that the court hold youth more accountable due to the demands<br />

placed on them by the schools and society <strong>in</strong> general.<br />

Our referrals are up, some <strong>of</strong> our referrals I th<strong>in</strong>k are based <strong>in</strong> that 10 years<br />

ago never would have been referred to us. Some <strong>of</strong> the kids we are<br />

work<strong>in</strong>g with have gotten <strong>in</strong>to fights at school. That used to be handled by<br />

the school authorities and now that becomes a disorderly conduct. Schools<br />

are depend<strong>in</strong>g on police for control.<br />

. . . I th<strong>in</strong>k that young people are gett<strong>in</strong>g charged with more <strong>of</strong>fenses now<br />

than <strong>in</strong> the past. I am talk<strong>in</strong>g about crim<strong>in</strong>al mischief k<strong>in</strong>ds <strong>of</strong> th<strong>in</strong>gs and<br />

assaults. In the past, they were fights and they used to get warned and sent<br />

on their way but now they are gett<strong>in</strong>g charged. So I th<strong>in</strong>k they are gett<strong>in</strong>g<br />

charged more than <strong>in</strong> the past...<strong>The</strong>y were do<strong>in</strong>g the same th<strong>in</strong>gs 20 years<br />

ago they just weren’t gett<strong>in</strong>g charged with it, like play<strong>in</strong>g with matches,<br />

sett<strong>in</strong>g fires, back then you would hear <strong>of</strong> it but you didn’t hear a child<br />

gett<strong>in</strong>g charged with it.<br />

In Black Hawk county, the juvenile court personnel expressed a tremendous<br />

amount <strong>of</strong> concern over state control and the impact <strong>of</strong> that control on their job. Here, the<br />

sense is that the state is hold<strong>in</strong>g the court more accountable for the youth, via paperwork,<br />

review <strong>of</strong> hear<strong>in</strong>gs, and reports to judges. Some dissatisfaction was also <strong>in</strong>dicated<br />

regard<strong>in</strong>g what the role <strong>of</strong> the <strong>of</strong>ficer should be when deal<strong>in</strong>g with youth and with<strong>in</strong> the<br />

<strong>of</strong>fice itself. <strong>The</strong> follow<strong>in</strong>g statements support these po<strong>in</strong>ts.<br />
