Many juvenile court <strong>of</strong>ficers also saw dropp<strong>in</strong>g out <strong>of</strong> school as a cause <strong>of</strong><br />

del<strong>in</strong>quency. Accord<strong>in</strong>g to the decision makers, dropp<strong>in</strong>g out <strong>of</strong> school gives teenagers<br />

“too much time on their hands”. It was also suggested that educated people f<strong>in</strong>d more<br />

socially acceptable ways to spend their time and solve their problems. One <strong>of</strong>ficer told,<br />

“We need to figure out how to keep kids hooked <strong>in</strong>to the educational program because<br />

education is the key to our youth, no matter what color they are.”<br />

<strong>The</strong> <strong>of</strong>ficers expressed concern with school discipl<strong>in</strong>e and programm<strong>in</strong>g. A lack<br />

<strong>of</strong> m<strong>in</strong>ority teachers and role models, as well as the lack <strong>of</strong> parent <strong>in</strong>volvement <strong>in</strong> school<br />

activities were also cited as important factors <strong>in</strong> the explanations <strong>of</strong> del<strong>in</strong>quent behavior.<br />

School discipl<strong>in</strong>e was said to be out <strong>of</strong> control <strong>in</strong> the Des Mo<strong>in</strong>es system.<br />

Suspension was thought to be used much too <strong>of</strong>ten.<br />

All it does is put them back out on the streets and makes it even worse.<br />

<strong>The</strong>y [teachers] don’t th<strong>in</strong>k that a kid misbehav<strong>in</strong>g <strong>in</strong> the classroom is<br />

their responsibility. It goes to the adm<strong>in</strong>istration and they don’t want the<br />

kid <strong>in</strong> school. I th<strong>in</strong>k 20 years ago they would keep you there. If you send<br />

a kid who is misbehav<strong>in</strong>g home, what are you accomplish<strong>in</strong>g<br />

<strong>The</strong> schools were described as very <strong>in</strong>tolerant and push<strong>in</strong>g youth out <strong>of</strong> the school system<br />

who do not conform to the ideal model student.<br />

I don’t like the way schools tend to push behavior disorder kids out <strong>of</strong> the<br />

system.
