same schools <strong>in</strong> Sioux City. <strong>The</strong>re are also number <strong>of</strong> the staff who work <strong>in</strong> the <strong>of</strong>f f ice<br />

who are related to one another (e.g., brothers, cous<strong>in</strong>s, etc.).<br />

A majority <strong>of</strong> the decision makers did not believe that the disproportionate<br />

overrepresentation <strong>of</strong> m<strong>in</strong>ority youth <strong>in</strong> secure facilities was their concern. A number <strong>of</strong><br />

the decision makers believed they provided fair treatment <strong>of</strong> white youth and m<strong>in</strong>ority<br />

youth. Thus, most <strong>of</strong> these <strong>in</strong>dividuals argued that the hir<strong>in</strong>g <strong>of</strong> m<strong>in</strong>ority staff would<br />

result <strong>in</strong> little if no change <strong>in</strong> their relations with youth. One person contended that “a<br />

m<strong>in</strong>ority will never work here,” Some <strong>in</strong>dicated that even if they wanted to hire m<strong>in</strong>ority<br />

staff, no qualified m<strong>in</strong>orities have applied for positions with<strong>in</strong> the <strong>of</strong>fice or <strong>in</strong> other<br />

authority positions, <strong>in</strong> general.<br />

Rather than hire m<strong>in</strong>ority staff, some suggested that there was a greater need on<br />

the part <strong>of</strong> the m<strong>in</strong>orities to adapt to our culture and they themselves establish programs<br />

<strong>of</strong> their own. Others argued for programs that should emphasis family support and moral<br />

development. Still, some suggested that there are already enough programs out there to<br />

deal with the needs <strong>of</strong> the m<strong>in</strong>orities. <strong>The</strong> follow<strong>in</strong>g quotes highlight these views.<br />

<strong>The</strong>re aren’t that many open<strong>in</strong>gs and I don’t th<strong>in</strong>k we get many m<strong>in</strong>ority<br />

applicants. Yeah, I th<strong>in</strong>k that it might be helpful to have someone here like<br />

that.<br />

A. No. I honestly don’t. <strong>The</strong>re are a lot <strong>of</strong> people <strong>of</strong> color who are<br />

supervisors <strong>in</strong> the treatment centers that these kids look up to a lot.
