factors are also believed to be important, <strong>in</strong>clud<strong>in</strong>g a lack <strong>of</strong> parental supervision and a<br />

lack <strong>of</strong> parental discipl<strong>in</strong>e.<br />

Each <strong>of</strong> these sentiments is evident when read<strong>in</strong>g the <strong>in</strong>terviews conducted with<br />

decision makers. In particular, the perceived chang<strong>in</strong>g behavior <strong>of</strong> youth to the lack <strong>of</strong><br />

family <strong>in</strong>itiative to the demands placed on the court by the state government stand out.<br />

Many <strong>of</strong> the personnel believe youth enter<strong>in</strong>g the system are younger, committ<strong>in</strong>g<br />

more serious crime, and evidence multiple problems. <strong>The</strong> responses to the question,<br />

“Does your view <strong>of</strong> the job differ now from when you first became a probation <strong>of</strong>ficer”,<br />

illustrate these beliefs.<br />

Sure, one is that <strong>in</strong> the 12 years that I have been a probation <strong>of</strong>ficer, I th<strong>in</strong>k<br />

that our job has become more difficult. I th<strong>in</strong>k we really are work<strong>in</strong>g with<br />

more disturbed kids com<strong>in</strong>g <strong>in</strong>to the system, kids that are just more<br />

difficult <strong>in</strong> a lot <strong>of</strong> ways to deal with, not just from the crim<strong>in</strong>al end,<br />

substance abuse end, poor school performance, so it very much multiproblematic<br />

kids that are com<strong>in</strong>g <strong>in</strong>. We always had them before, but I<br />

th<strong>in</strong>k there are more numbers and I th<strong>in</strong>k they are com<strong>in</strong>g at a younger age<br />

that requires more significant <strong>in</strong>tervention.<br />

<strong>The</strong>re are kids who came <strong>in</strong>to the system who k<strong>in</strong>d <strong>of</strong> wander <strong>in</strong> for<br />

various reasons because they make bad judgment, wrong place, wrong<br />

time, impulsive behavior and that group <strong>of</strong> kids is always there. You<br />

always have a group <strong>of</strong> kids that for various reasons will come through the<br />

system and sometimes all they need is the system respond<strong>in</strong>g to them<br />

appropriately and then send<strong>in</strong>g them on their way, k<strong>in</strong>d <strong>of</strong> giv<strong>in</strong>g them a<br />

help<strong>in</strong>g hand. That group <strong>of</strong> kids, I don’t th<strong>in</strong>k they have changed all that<br />

much. <strong>The</strong>y have changed <strong>in</strong> some ways because I th<strong>in</strong>k today’s kids<br />

require more active <strong>in</strong>volvement. I used to th<strong>in</strong>k that you could just sit<br />

down and talk to them and they would
