Results and <strong>The</strong>mes from Phase Two<br />

<strong>The</strong> more dom<strong>in</strong>ant themes and trends that emerged from the <strong>in</strong>terviews with<br />

adults and youth are detailed <strong>in</strong> Table 1. Recall, the specific f<strong>in</strong>d<strong>in</strong>gs from Phase One are<br />

summarized <strong>in</strong> Table 2 <strong>in</strong> Chapter One.<br />

Role <strong>of</strong> Court and Views <strong>of</strong> System<br />

<strong>The</strong>re were some variations among the four counties regard<strong>in</strong>g the underly<strong>in</strong>g<br />

philosophies guid<strong>in</strong>g personnel <strong>in</strong> their <strong>in</strong>teractions with youth. Most <strong>of</strong> the juvenile<br />

courts adhered to some comb<strong>in</strong>ation <strong>of</strong> an orientation that reflected aspects <strong>of</strong><br />

rehabilitation and legalistic pr<strong>in</strong>ciples. Counties differed <strong>in</strong> the extent one was<br />

emphasized over the other. Black Hawk county and Scott county also placed a strong<br />

emphasis on rehabilitative <strong>in</strong>tervention while Polk county m<strong>in</strong>imized this method for<br />

deal<strong>in</strong>g with youth. Woodbury, and to a much lesser extent Scott county, were also more<br />

particular about the importance <strong>of</strong> adherence to middle—class standards than other<br />

counties (e.g., style <strong>of</strong> dress, emphasis on education, etc.). Most <strong>of</strong> the juvenile court<br />

decision makers felt more resources were needed, as well as, <strong>in</strong>dependence from state<br />

control.<br />

Causes <strong>of</strong> Del<strong>in</strong>quency<br />

Juvenile court personnel po<strong>in</strong>ted to a number <strong>of</strong>, factors that were perceived to be<br />

associated with del<strong>in</strong>quent behavior. Socioeconomic status, essentially be<strong>in</strong>g poor and<br />

resid<strong>in</strong>g <strong>in</strong> poor areas was a recurr<strong>in</strong>g theme. Beliefs <strong>in</strong> more conservative explanations,
