the possible affiliation with gangs or an unwill<strong>in</strong>gness to cooperate. One decision maker<br />

believed <strong>in</strong>take <strong>of</strong>ficers may have certa<strong>in</strong> criteria that may result <strong>in</strong> different outcomes for<br />

certa<strong>in</strong> youth.<br />

Explanations for the f<strong>in</strong>d<strong>in</strong>g that both blacks and Native American Indians were<br />

less likely than whites to be petitioned focused on the referral <strong>of</strong> youth on the basis <strong>of</strong><br />

legal <strong>in</strong>sufficiency. One <strong>in</strong>dividual believed this occurrence could be the result <strong>of</strong> <strong>in</strong>take’s<br />

concern with gang activity which is not necessarily shared by the prosecutor’s <strong>of</strong>fice.<br />

Suggestions for address<strong>in</strong>g the issue <strong>of</strong> the disproportionate overrepresentation <strong>of</strong><br />

m<strong>in</strong>orities <strong>in</strong> secure facilities ranged from a view that the issue is not a concern <strong>of</strong> the<br />

court to the need for the recruitment <strong>of</strong> m<strong>in</strong>ority staff. Most <strong>of</strong> the staff, however,<br />

believed they <strong>in</strong>teracted well with all youth, irrespective <strong>of</strong> their race/ethnicity. Thus,<br />

most <strong>of</strong> these <strong>in</strong>dividuals argued that the hir<strong>in</strong>g <strong>of</strong> m<strong>in</strong>ority staff would result <strong>in</strong> little, if<br />

no change <strong>in</strong> their relations with youth. Rather than hire m<strong>in</strong>ority staff, some suggested<br />

that there was a greater need on the part <strong>of</strong> the m<strong>in</strong>orities themselves to adapt to our<br />

culture and establish programs <strong>of</strong> their own. A small number <strong>of</strong> the decision makers<br />

<strong>in</strong>dicated a need for alternative programm<strong>in</strong>g, such as family support and sessions on<br />

cultural sensitivity. <strong>The</strong>se people also saw a need for the recruitment <strong>of</strong> m<strong>in</strong>ority staff.
