alternatives for blacks and cooperation on the part <strong>of</strong> the black youth and family. <strong>The</strong><br />

quality <strong>of</strong> the home environment was also seen as a possible factor that may account for<br />

the race effect.<br />

<strong>The</strong> last significant f<strong>in</strong>d<strong>in</strong>g was that females more so than males were likely to<br />

receive at judicial disposition a change <strong>of</strong> placement. <strong>The</strong> explanation for this occurrence<br />

focused on the perceived difference between male and female del<strong>in</strong>quency and the<br />

desires <strong>of</strong> the youth’s parents.<br />

Suggestions for address<strong>in</strong>g the issue <strong>of</strong> disproportionate overrepresentation <strong>of</strong><br />

m<strong>in</strong>orities <strong>in</strong> secure facilities ranged from a need for cultural sensitivity and awareness<br />

programs to more <strong>in</strong>novative programs with<strong>in</strong> probation services to the hir<strong>in</strong>g <strong>of</strong> more<br />

m<strong>in</strong>ority personnel. A small number <strong>of</strong> the decision makers felt it was not their<br />

responsibility, rather the focus should be on the families themselves.
