del<strong>in</strong>quency.<br />

I th<strong>in</strong>k a lot <strong>of</strong> it has to do with peer pressure and the decision at the time.<br />

If they decide to get <strong>in</strong>to trouble, it just k<strong>in</strong>d <strong>of</strong> snowballs to the po<strong>in</strong>t<br />

where they’re go<strong>in</strong>g to do it and they don’t th<strong>in</strong>k <strong>of</strong> the consequences.<br />

I th<strong>in</strong>k the youths that I have contact with are gett<strong>in</strong>g <strong>in</strong>to trouble because<br />

they have fallen <strong>in</strong> with the wrong crowd. I th<strong>in</strong>k that a lot <strong>of</strong> them are just<br />

<strong>in</strong> the wrong place at the wrong time. I th<strong>in</strong>k peers play a big part <strong>in</strong> what<br />

is go<strong>in</strong>g on with our jobs here.<br />

N<strong>in</strong>ety percent <strong>of</strong> the problem is hang<strong>in</strong>g around with the wrong crowd.<br />

You are who you associate with.<br />

Underly<strong>in</strong>g these perceptions is the belief that del<strong>in</strong>quency is a personal choice; not a<br />

symptom <strong>of</strong> environmental factors. Low self-esteem, however, was another factor<br />

mentioned as a possible cause <strong>of</strong> del<strong>in</strong>quency.<br />

<strong>The</strong>re’s a lack <strong>of</strong> communication out there between today’s youth and the<br />

community itself. I don’t feel that they’re really needed for anyth<strong>in</strong>g<br />

important. I th<strong>in</strong>k their self-esteem is low, there’s noth<strong>in</strong>g for them to do,<br />

their parents aren’t there to boost their self-esteem or the parents are there<br />

to do everyth<strong>in</strong>g for them to the po<strong>in</strong>t where they don’t have to do<br />

anyth<strong>in</strong>g, so they’ve got time on their hands and they just go out and get<br />

<strong>in</strong>to trouble just to see if they can do it.<br />

Although decision makers generally do not see economic factors play<strong>in</strong>g a role, a<br />

few <strong>of</strong>ficers did po<strong>in</strong>t to the lack <strong>of</strong> opportunities and money as possible explanations <strong>of</strong><br />

del<strong>in</strong>quency. Due to the lack <strong>of</strong> jobs and opportunities for further education,
