asked more general questions than the adults that focused on the youths’ perceptions <strong>of</strong><br />

job opportunities, police, probation <strong>of</strong>ficer, and school fairness. <strong>The</strong> primary focus is on<br />

the adult decision makers’ responses. Those from the youth served a secondary or<br />

complimentary role.<br />

An analytical framework was <strong>in</strong>corporated to exam<strong>in</strong>e decision mak<strong>in</strong>g from a<br />

broad perspective. <strong>The</strong> underly<strong>in</strong>g objective <strong>of</strong> this approach was to determ<strong>in</strong>e how<br />

decision makers’ views on a variety <strong>of</strong> issues impact decision mak<strong>in</strong>g. <strong>The</strong> purpose <strong>in</strong><br />

do<strong>in</strong>g this was to place the observed race and gender f<strong>in</strong>d<strong>in</strong>gs with<strong>in</strong> the context <strong>of</strong> this<br />

larger view <strong>of</strong> decision mak<strong>in</strong>g. It was anticipated that this approach would provide a<br />

better understand<strong>in</strong>g <strong>of</strong> the role legal and extralegal factors may have on juvenile justice<br />

decision mak<strong>in</strong>g, which may or may not <strong>in</strong>clude subtle forms <strong>of</strong> racism or bias.<br />

In this Chapter, a summary <strong>of</strong> the results and themes that emerged from Phase<br />

Two <strong>of</strong> the research is presented and discussed. Recommendations for improv<strong>in</strong>g race<br />

relations and possibly, reduc<strong>in</strong>g the disproportionate overrepresentation <strong>of</strong> m<strong>in</strong>ority youth<br />

<strong>in</strong> secure facilities are provided <strong>in</strong> the last half <strong>of</strong> the Chapter.
