Additional factors that were provided po<strong>in</strong>ted to the lack <strong>of</strong> community alternatives and<br />

placement facilities for m<strong>in</strong>orities and females. In one particular county, a formal policy<br />

exists between Indian <strong>Youth</strong> <strong>of</strong> America and the juvenile court <strong>of</strong>fice, which allows for<br />

the diversion <strong>of</strong> Native American Indians away from the authority <strong>of</strong> the juvenile court.<br />

Some <strong>of</strong> the decision makers <strong>in</strong> all four counties were reluctant to participate <strong>in</strong><br />

the study. <strong>The</strong>se <strong>in</strong>dividuals did not agree with the f<strong>in</strong>d<strong>in</strong>gs. Some questioned the validity<br />

and reliability <strong>of</strong> the f<strong>in</strong>d<strong>in</strong>gs while others saw little benefit <strong>in</strong> conduct<strong>in</strong>g the research.<br />

Most did not express thoughts <strong>in</strong> one direction or another. A small number <strong>of</strong> the<br />

personnel <strong>in</strong>dicated the study was needed.<br />

Suggestions for Change<br />

<strong>The</strong> suggestions varied for attempt<strong>in</strong>g to alleviate the disproportionate<br />

overrepresentation <strong>of</strong> m<strong>in</strong>orities from secure facilities. Some <strong>of</strong> the personnel argued for<br />

more diversified staff, the establishment <strong>of</strong> alternative programm<strong>in</strong>g, and the<br />

development <strong>of</strong> means to correct for problems <strong>of</strong> transportation and other issues<br />

associated with the likelihood <strong>of</strong> detention. Some decision makers focused on the need <strong>of</strong><br />

the m<strong>in</strong>orities themselves to take responsibility and/or adapt to the dom<strong>in</strong>ant culture. <strong>The</strong><br />

extent decision makers espoused either <strong>of</strong> these views varied with<strong>in</strong> and among the<br />

<strong>in</strong>dividual juvenile court <strong>of</strong>fices.
