A. Yeah, I do. Yeah, I def<strong>in</strong>itely do.<br />

Q. Does the high number <strong>of</strong> m<strong>in</strong>ority children <strong>in</strong> the system reflect<br />

discrim<strong>in</strong>ation<br />

A. No.<br />

Q. Do m<strong>in</strong>orities commit more del<strong>in</strong>quency, which is also more serious<br />

than white youth<br />

A. No. I know I just contradicted what I Just said. I th<strong>in</strong>k. I don’t<br />

see this juvenile system go<strong>in</strong>g out and say that if this person is black or<br />

Hispanic then they must be do<strong>in</strong>g someth<strong>in</strong>g wrong because <strong>of</strong> be<strong>in</strong>g <strong>in</strong> a<br />

certa<strong>in</strong> situation. What hit me was the number <strong>of</strong> the blacks that you said<br />

(that over 20% <strong>of</strong> those <strong>in</strong> the state tra<strong>in</strong><strong>in</strong>g school are black). I never<br />

heard that statistic...<br />

Some decision makers did <strong>in</strong>dicate that there was need for alternative programm<strong>in</strong>g,<br />

especially those that focused on the family. <strong>The</strong>y also believed there was need for greater<br />

diversity among the staff and for sessions on cultural sensitivity <strong>in</strong> Sioux City.<br />

I th<strong>in</strong>k there needs to be job programs. <strong>The</strong>re needs to be family<br />

<strong>in</strong>volvement with these kids’ families. <strong>The</strong> family needs to stress<br />

education...<br />

I th<strong>in</strong>k we probably have to be culturally more sensitive. I th<strong>in</strong>k we have<br />

to a better awareness <strong>of</strong> what is go<strong>in</strong>g on, whether that be through<br />

philosophical th<strong>in</strong>gs com<strong>in</strong>g on through the adm<strong>in</strong>istration on down<br />

through the system.<br />

I sometimes feel that the court ends up be<strong>in</strong>g the parent. It could be a<br />

major function <strong>in</strong> terms <strong>of</strong> family situations. It’s been that way <strong>in</strong> the last<br />

year or so. <strong>The</strong> only th<strong>in</strong>g I would like to see is more programs, once the<br />

kid is <strong>in</strong> here, for the families as well as the kid. Some programs are do<strong>in</strong>g<br />

that now.<br />

needs than white youth
