<strong>Protected</strong> landscape partnerships<br />

Box 4 draws our attention to partnerships as an emerging feature of the management of<br />

protected areas that is also of value in professional development and organizational capacitybuilding.<br />

Partnerships can take many <strong>for</strong>ms and be established <strong>for</strong> a variety of purposes. <strong>The</strong><br />

Programme: Partnership and Exchange Programme<br />

This programme (conducted between 1994 and 1998) facilitated partnerships <strong>for</strong> technical<br />

co-operation between protected areas in Europe, Asia and Latin America. <strong>The</strong> programme had<br />

financial support from the European Commission and helped to establish 15 long-term partnerships,<br />

which led to the sharing of in<strong>for</strong>mation and expertise, staff exchanges, joint workshops and seminars,<br />

and joint problem-solving. In an Expertise Exchange Programme (conducted from 2000–2001), the<br />

Federation used partnership-building as one tool to facilitate expertise exchange <strong>for</strong> sustainable<br />

nature protection. Through this programme, eight partnerships were established, including that<br />

between Snowdonia National Park in the UK (a protected landscape) and the Krkonoe (Czech<br />

Republic) and Karkonosze (Poland) National Parks, which together comprise a transfrontier<br />

Biosphere Reserve. In this example, the partnership “has already secured a strong and secure base <strong>for</strong><br />

the continuation of co-operation long into the future.” Activities have included staff exchanges, and<br />

joint situation analysis and problem-solving.<br />
