nongovernmental agencies. The general functions <strong>of</strong> <strong>the</strong> special staff include furnishing<br />

technical, administrative, and tactical advice and recommendations to <strong>the</strong> JFC and o<strong>the</strong>r staff<br />

<strong>of</strong>ficers; preparing <strong>the</strong> parts <strong>of</strong> plans, estimates, and orders in which <strong>the</strong>y have primary<br />

interest; and coordinating and supervising <strong>the</strong> activities <strong>for</strong> which each staff division is<br />

responsible. Because <strong>the</strong> headquarters <strong>of</strong> a joint <strong>for</strong>ce is concerned primarily with broad<br />

operational matters ra<strong>the</strong>r than with technical problems associated with administration and<br />

support <strong>of</strong> assigned and/or attached <strong>for</strong>ces, this group should be small to avoid unnecessary<br />

duplication <strong>of</strong> corresponding staff sections or divisions within <strong>the</strong> Service component<br />

headquarters. When a JFC’s headquarters is organized without a special staff group, <strong>the</strong><br />

<strong>of</strong>ficers who might o<strong>the</strong>rwise compose <strong>the</strong> special staff group may be organized as branches<br />

<strong>of</strong> <strong>the</strong> divisions <strong>of</strong> <strong>the</strong> joint staff or as additional joint staff divisions.<br />

(4) Joint Force Staff Directorates. The joint staff group typically is made up <strong>of</strong><br />

staff directorates corresponding to <strong>the</strong> major functions <strong>of</strong> command, such as personnel,<br />

intelligence, operations, logistics, plans, and communications systems. The head <strong>of</strong> each<br />

staff directorate may be designated as a director or as an assistant COS. The directors or<br />

assistant COSs provide staff supervision <strong>for</strong> <strong>the</strong> JFC <strong>of</strong> all activities pertaining to <strong>the</strong>ir<br />

respective functions.<br />

(5) Liaison Officers and/or Agency Representatives. Liaisons or representatives<br />

from various higher, lower, and adjacent organizations, DOD agencies, and non-DOD<br />

entities are normally spread throughout <strong>the</strong> joint <strong>for</strong>ce staff and not grouped as a separate<br />

entity. However, considering <strong>the</strong> increasing complexity <strong>of</strong> joint and/or interagency<br />

coordination, <strong>the</strong> JFC may decide to consolidate, at least administratively, liaisons and<br />

representatives in a single interagency <strong>of</strong>fice, and <strong>the</strong>n provide <strong>the</strong>m to specific directorates<br />

or components where <strong>the</strong>y would best be employed and <strong>of</strong> value to <strong>the</strong>ir parent agency or<br />

command. The administration and assignment <strong>of</strong> liaison <strong>of</strong>ficers is normally under <strong>the</strong><br />

cognizance <strong>of</strong> <strong>the</strong> deputy JFC or <strong>the</strong> COS.<br />

8. Service Component Commands<br />

a. A Service component command, assigned to a CCDR, consists <strong>of</strong> <strong>the</strong> Service<br />

component commander and <strong>the</strong> Service <strong>for</strong>ces (such as individuals, units, detachments, and<br />

organizations, including <strong>the</strong> support <strong>for</strong>ces) that have been assigned to that CCDR. <strong>Forces</strong><br />

assigned to CCDRs are identified in <strong>the</strong> GFMIG signed by SecDef. Service components can<br />

only be assigned under COCOM to one CCDR. However, Service component commanders<br />

may support multiple CCDRs in a supporting relationship, while not assigned to any <strong>of</strong> <strong>the</strong><br />

supported CCDRs.<br />

b. Designation <strong>of</strong> Service Component Commanders. With <strong>the</strong> exception <strong>of</strong> <strong>the</strong><br />

commander <strong>of</strong> a CCMD and members <strong>of</strong> <strong>the</strong> command’s joint staff, <strong>the</strong> senior <strong>of</strong>ficer <strong>of</strong> each<br />

Service assigned to a CCDR and qualified <strong>for</strong> command by <strong>the</strong> regulations <strong>of</strong> <strong>the</strong> parent<br />

Service is designated <strong>the</strong> commander <strong>of</strong> <strong>the</strong> Service component <strong>for</strong>ces, unless ano<strong>the</strong>r <strong>of</strong>ficer<br />

is so designated by competent authority. The assignment <strong>of</strong> any specific individual as a<br />

Service component commander <strong>of</strong> a CCMD is subject to <strong>the</strong> concurrence <strong>of</strong> <strong>the</strong> CCDR.<br />
