provides <strong>the</strong> ways in <strong>the</strong> ends, ways, and means construct.<br />
(3) The NMS, signed by CJCS, supports <strong>the</strong> aims <strong>of</strong> <strong>the</strong> NSS and implements <strong>the</strong><br />
NDS. It describes <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong>’ plan to achieve military objectives in <strong>the</strong> near term and<br />
provides a vision <strong>for</strong> maintaining a <strong>for</strong>ce capable <strong>of</strong> meeting future challenges. It also<br />
provides focus <strong>for</strong> military activities by defining a set <strong>of</strong> interrelated military objectives and<br />
joint operating concepts from which <strong>the</strong> CCDRs and Service Chiefs identify desired<br />
capabilities and against which <strong>the</strong> CJCS assesses risk. This provides <strong>the</strong> final piece <strong>of</strong> <strong>the</strong><br />
ends, ways, and means construct—<strong>the</strong> means.<br />
(4) Guidance <strong>for</strong> Employment <strong>of</strong> <strong>the</strong> Force. The GEF merges Contingency<br />
Planning Guidance and Security Cooperation Guidance into one document that provides<br />
comprehensive, near-term planning guidance. The GEF provides Presidential and SecDef<br />
politico-military guidance. The President approves <strong>the</strong> contingency planning guidance<br />
contained in <strong>the</strong> GEF and approves SecDef’s issuance <strong>of</strong> <strong>the</strong> GEF. The GEF is guided by <strong>the</strong><br />
UCP and NDS and <strong>for</strong>ms <strong>the</strong> basis <strong>for</strong> strategic policy guidance, campaign plans, and <strong>the</strong><br />
Joint Strategic Capabilities Plan (JSCP).<br />
(5) Joint Strategic Capabilities Plan. The JSCP provides guidance to CCDRs,<br />
Service Chiefs, CSA directors, applicable DOD agencies, DOD field activity directors, and<br />
<strong>the</strong> CNGB to accomplish tasks and missions based on near-term military capabilities. The<br />
JSCP is signed by <strong>the</strong> CJCS and implements campaign, contingency, and posture planning<br />
guidance reflected in <strong>the</strong> GEF.<br />
(6) Fur<strong>the</strong>r, <strong>the</strong> GEF and JSCP provide CCDRs with specific planning guidance <strong>for</strong><br />
preparation <strong>of</strong> <strong>the</strong>ir <strong>the</strong>ater campaign plans (TCPs), global campaign plans (GCPs),<br />
subordinate campaign plans, and contingency plans. Figure II-1 illustrates <strong>the</strong> various<br />
strategic guidance sources described below in <strong>the</strong> context <strong>of</strong> national strategic direction.<br />
(7) The National Strategy <strong>for</strong> Homeland Security, also signed by <strong>the</strong> President,<br />
provides national direction to secure <strong>the</strong> homeland through a comprehensive framework <strong>for</strong><br />
organizing <strong>the</strong> ef<strong>for</strong>ts <strong>of</strong> federal, state, local, tribal, and private organizations whose primary<br />
functions are <strong>of</strong>ten unrelated to national security.<br />
(8) The National Response Framework developed by DHS establishes a<br />
comprehensive, national-level, all-hazards, all-discipline approach to domestic incident<br />
management. It covers <strong>the</strong> full range <strong>of</strong> complex and constantly changing requirements in<br />
anticipation <strong>of</strong>, or in response to, threats or acts <strong>of</strong> terrorism, major disasters, and o<strong>the</strong>r<br />
emergencies. DOD develops or revises its plans to align with this framework and effectively<br />
and efficiently employ <strong>the</strong> joint <strong>for</strong>ce.<br />
(a) A TCP is based on planning guidance provided by <strong>the</strong> GEF and JSCP. A<br />
TCP operationalizes CCDR functional and <strong>the</strong>ater strategies. Campaign plans focus on <strong>the</strong><br />
command’s steady-state (Phase 0) activities, which include ongoing operations, security<br />
cooperation, and o<strong>the</strong>r shaping or preventive activities <strong>for</strong> <strong>the</strong> next 5 years. It should include<br />
