Joint Command and Control<br />

(6) Assign command functions to subordinate commanders.<br />

<strong>for</strong>ces.<br />

(7) Plan <strong>for</strong>, deploy, direct, control, and coordinate <strong>the</strong> actions <strong>of</strong> subordinate<br />

(8) Establish plans, policies, priorities, and overall requirements <strong>for</strong> <strong>the</strong> ISR<br />

activities <strong>of</strong> <strong>the</strong> command.<br />

(9) Conduct joint training exercises required to achieve effective employment <strong>of</strong><br />

<strong>the</strong> <strong>for</strong>ces <strong>of</strong> <strong>the</strong> command, in accordance with joint doctrine established by <strong>the</strong> CJCS, and<br />

establish training policies <strong>for</strong> joint operations required to accomplish <strong>the</strong> mission. This<br />

authority also applies to <strong>for</strong>ces attached <strong>for</strong> purposes <strong>of</strong> joint exercises and training.<br />

(10) Suspend from duty and recommend reassignment <strong>of</strong> any <strong>of</strong>ficer assigned to<br />

<strong>the</strong> command.<br />

(11) Assign responsibilities to subordinate commanders <strong>for</strong> certain routine<br />

operational matters that require coordination <strong>of</strong> ef<strong>for</strong>t <strong>of</strong> two or more commanders.<br />

(12) Establish an adequate system <strong>of</strong> control <strong>for</strong> local defense and delineate such<br />

operational areas <strong>for</strong> subordinate commanders as deemed desirable.<br />

(13) Delineate functional responsibilities and geographic operational areas <strong>of</strong><br />

subordinate commanders.<br />

d. SecDef may specify adjustments to accommodate authorities beyond OPCON in an<br />

establishing directive when <strong>for</strong>ces are transferred between CCDRs or when members and/or<br />

organizations are transferred from <strong>the</strong> Military Departments to a CCMD. Adjustments will<br />

be coordinated with <strong>the</strong> participating Service Chiefs and CCDRs.<br />

4. Tactical Control<br />

TACON is an authority over assigned or attached <strong>for</strong>ces or commands, or military<br />

capability or <strong>for</strong>ces made available <strong>for</strong> tasking, that is limited to <strong>the</strong> detailed direction and<br />

control <strong>of</strong> movements and maneuvers within <strong>the</strong> operational area necessary to accomplish<br />

assigned missions or tasks assigned by <strong>the</strong> commander exercising OPCON or TACON <strong>of</strong> <strong>the</strong><br />

attached <strong>for</strong>ce.<br />

a. Basic Authority. TACON is able to be delegated from a lesser authority than<br />

OPCON and may be delegated to and exercised by commanders at any echelon at or below<br />

<strong>the</strong> level <strong>of</strong> CCMD.<br />

b. TACON provides <strong>the</strong> authority to:<br />

(1) Give direction <strong>for</strong> military operations; and<br />

(2) Control designated <strong>for</strong>ces (e.g., ground <strong>for</strong>ces, aircraft sorties, or missile<br />

launches).<br />
