Functions <strong>of</strong> <strong>the</strong> Department <strong>of</strong> <strong>Defense</strong> and Its Major Components<br />

EA appointing document at <strong>the</strong> time <strong>of</strong> assignment and remain in effect until SecDef or<br />

Deputy Secretary <strong>of</strong> <strong>Defense</strong> revokes or supersedes <strong>the</strong>m.<br />

b. Responsibilities <strong>of</strong> an EA are established in DODD 5101.1, Department <strong>of</strong> <strong>Defense</strong><br />

Executive Agent, and specific DODDs on specific EAs. Responsibilities <strong>of</strong> an EA include<br />

<strong>the</strong> following:<br />

(1) Implement and comply with <strong>the</strong> relevant policies and directives <strong>of</strong> SecDef.<br />

(2) Ensure proper coordination among Military Departments, <strong>the</strong> CCMDs, <strong>the</strong> JCS,<br />

<strong>the</strong> Joint Staff, <strong>the</strong> OSD, and DOD agencies and field activities.<br />

(3) Issue directives to o<strong>the</strong>r DOD components and take action on behalf <strong>of</strong> SecDef.<br />

(4) Make recommendations to SecDef <strong>for</strong> actions regarding <strong>the</strong> activity <strong>for</strong> which<br />

<strong>the</strong> EA was designated, including <strong>the</strong> manner and timing <strong>for</strong> dissolution <strong>of</strong> <strong>the</strong>se<br />

responsibilities and duties.<br />

(5) Per<strong>for</strong>m such o<strong>the</strong>r duties and observe such limitations as set <strong>for</strong>th in <strong>the</strong><br />

directive.<br />

6. Composition and Functions<br />

SECTION B. JOINT CHIEFS OF STAFF<br />

a. The JCS consists <strong>of</strong> <strong>the</strong> CJCS; <strong>the</strong> Vice Chairman <strong>of</strong> <strong>the</strong> Joint Chiefs <strong>of</strong> Staff<br />

(VCJCS); <strong>the</strong> Chief <strong>of</strong> Staff, US Army; <strong>the</strong> Chief <strong>of</strong> Naval Operations; <strong>the</strong> Chief <strong>of</strong> Staff, US<br />

Air Force; <strong>the</strong> Commandant <strong>of</strong> <strong>the</strong> Marine Corps, and <strong>the</strong> CNGB. The Joint Staff supports<br />

<strong>the</strong> JCS and constitutes <strong>the</strong> immediate military staff <strong>of</strong> SecDef.<br />

b. The CJCS is <strong>the</strong> principal military advisor to <strong>the</strong> President, NSC, HSC, and SecDef.<br />

c. The o<strong>the</strong>r members <strong>of</strong> <strong>the</strong> JCS are military advisors to <strong>the</strong> President, NSC, HSC, and<br />

SecDef as specified below.<br />

(1) A member <strong>of</strong> <strong>the</strong> JCS may submit to <strong>the</strong> CJCS advice or an opinion in<br />

disagreement with, or in addition to, <strong>the</strong> advice or opinion presented by <strong>the</strong> CJCS. If a<br />

member submits such advice or opinion, <strong>the</strong> CJCS shall present that advice or opinion to <strong>the</strong><br />

President, NSC, or SecDef at <strong>the</strong> same time that he presents his own advice. The CJCS shall<br />

also, as he considers appropriate, in<strong>for</strong>m <strong>the</strong> President, <strong>the</strong> NSC, or SecDef <strong>of</strong> <strong>the</strong> range <strong>of</strong><br />

military advice and opinion with respect to any matter.<br />

(2) The members <strong>of</strong> <strong>the</strong> JCS, individually or collectively, in <strong>the</strong>ir capacity as<br />

military advisors, shall provide advice on a particular matter when <strong>the</strong> President, NSC, HSC,<br />

or SecDef request such advice.<br />

d. To <strong>the</strong> extent it does not impair independence in <strong>the</strong> per<strong>for</strong>mance <strong>of</strong> duties as a<br />

member <strong>of</strong> <strong>the</strong> JCS, Military Department Secretaries will in<strong>for</strong>m <strong>the</strong>ir respective Service<br />
