JOINT FORCE DEVELOPMENT<br />

SECTION A. FUNDAMENTALS OF JOINT FORCE DEVELOPMENT<br />

1. Principles<br />

a. Joint <strong>for</strong>ce development prepares individual members and units <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong><br />

to field a joint <strong>for</strong>ce that integrates service capabilities in order to execute assigned missions.<br />

It includes joint doctrine, joint education, joint training, joint lessons learned, and joint<br />

concept development and assessment.<br />

b. The why, how, and what <strong>of</strong> joint <strong>for</strong>ce development are:<br />

(1) Why is joint <strong>for</strong>ce development essential? Each <strong>of</strong> <strong>the</strong> Services organizes,<br />

trains, and equips to bring unique capabilities to <strong>the</strong> fight, and <strong>the</strong> integration <strong>of</strong> <strong>the</strong>se<br />

Service capabilities is <strong>the</strong> foundation <strong>of</strong> US warfighting capability. Joint <strong>for</strong>ce development<br />

enables <strong>the</strong> continual improvement <strong>of</strong> joint capabilities, achieving jointness at <strong>the</strong> right level.<br />

However, jointness is not automatic and it is perishable. It must be advanced through<br />

continual joint <strong>for</strong>ce development ef<strong>for</strong>ts.<br />

(2) The overarching process <strong>for</strong> how jointness is maintained is <strong>the</strong> joint <strong>for</strong>ce<br />

development life cycle (Figure VI-1). Our joint warfighting capability is improved through<br />

<strong>the</strong> development <strong>of</strong> concepts validated by rigorous assessment and lessons learned from<br />

current operations. It is sustained through joint doctrine, education, training, and exercises.<br />

New ideas are discovered through active scouting: capitalizing and exploiting innovative<br />

opportunities and developments occurring inside and outside <strong>of</strong> <strong>the</strong> military community.<br />

The end product is joint warfighting capability.<br />

2. Authorities<br />

(3) The what <strong>of</strong> joint <strong>for</strong>ce development is a trained and capable joint <strong>for</strong>ce.<br />

a. Joint <strong>for</strong>ce development involves <strong>the</strong> synchronized execution <strong>of</strong> <strong>the</strong> legislated<br />

authorities <strong>of</strong> <strong>the</strong> CJCS, <strong>the</strong> Service Chiefs, and o<strong>the</strong>rs (such as CDRUSSOCOM). US law<br />

(Title 10, USC, Section 153) gives <strong>the</strong> CJCS authority regarding joint <strong>for</strong>ce development,<br />

specifically providing authority to develop doctrine <strong>for</strong> <strong>the</strong> joint employment <strong>of</strong> <strong>the</strong> <strong>Armed</strong><br />

<strong>Forces</strong>, and to <strong>for</strong>mulate policies <strong>for</strong> <strong>the</strong> joint training <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong> to include<br />

policies <strong>for</strong> <strong>the</strong> military education and training <strong>of</strong> members <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong>. In<br />
