organizing, training, equipping, and providing <strong>for</strong>ces to fulfill specific roles and <strong>for</strong><br />

administering and supporting <strong>the</strong>se <strong>for</strong>ces. The Secretaries also per<strong>for</strong>m a role as a <strong>for</strong>ce<br />

provider <strong>of</strong> Service retained <strong>for</strong>ces until <strong>the</strong>y are deployed to CCMDs. When addressing<br />

similar issues regarding National Guard <strong>for</strong>ces, coordination with <strong>the</strong> National Guard Bureau<br />

(NGB) is essential.<br />

d. Commanders <strong>of</strong> Service <strong>for</strong>ces are responsible to Secretaries <strong>of</strong> <strong>the</strong> Military<br />

Departments through <strong>the</strong>ir respective Service Chiefs <strong>for</strong> <strong>the</strong> administration, training, and<br />

readiness <strong>of</strong> <strong>the</strong>ir unit(s). Commanders <strong>of</strong> <strong>for</strong>ces assigned to <strong>the</strong> CCMDs are under <strong>the</strong><br />

authority, direction, and control <strong>of</strong> (and are responsible to) <strong>the</strong>ir CCDR to carry out assigned<br />

operational missions, joint training and exercises, and logistics.<br />

e. The USCG is a military Service and a branch <strong>of</strong> <strong>the</strong> US <strong>Armed</strong> <strong>Forces</strong> at all times.<br />

However, it is established separately by law as a Service in DHS, except when transferred to<br />

<strong>the</strong> Department <strong>of</strong> <strong>the</strong> Navy (DON) during time <strong>of</strong> war or when <strong>the</strong> President so directs.<br />

Authorities vested in <strong>the</strong> USCG under Title 10, USC, as an armed Service and Title 14, USC,<br />

as a federal maritime safety and law en<strong>for</strong>cement agency remain in effect at all times,<br />

including when USCG <strong>for</strong>ces are operating within DOD/DON chain <strong>of</strong> command. USCG<br />

commanders and <strong>for</strong>ces may be attached to JFCs in per<strong>for</strong>mance <strong>of</strong> any activity <strong>for</strong> which<br />

<strong>the</strong>y are qualified. Coast Guard units routinely serve alongside Navy counterparts operating<br />

within a naval task organization in support <strong>of</strong> a maritime component commander.<br />

f. The NGB is a joint activity <strong>of</strong> DOD. The NGB per<strong>for</strong>ms certain military Servicespecific<br />

functions and unique functions on matters involving non-federalized National Guard<br />

<strong>for</strong>ces. The NGB is responsible <strong>for</strong> ensuring that units and members <strong>of</strong> <strong>the</strong> Army National<br />

Guard and <strong>the</strong> Air National Guard are trained by <strong>the</strong> states to provide trained and equipped<br />

units to fulfill assigned missions in federal and non-federal statuses.<br />

g. In addition to <strong>the</strong> Services above, a number <strong>of</strong> DOD agencies provide combat support<br />

or combat service support to joint <strong>for</strong>ces and are designated as CSAs. CSAs, established<br />

under SecDef authority under Title 10, USC, Section 193, and Department <strong>of</strong> <strong>Defense</strong><br />

Directive (DODD) 3000.06, Combat Support Agencies, are <strong>the</strong> DIA, National Geospatial-<br />

Intelligence Agency (NGA), <strong>Defense</strong> In<strong>for</strong>mation Systems Agency (DISA), DLA, <strong>Defense</strong><br />

Contract Management Agency (DCMA), DTRA, and National Security Agency (NSA).<br />

These CSAs provide CCDRs specialized support and operate in a supporting role. The CSA<br />

directors are accountable to SecDef.<br />

9. Relationship Among Combatant Commanders, Military Department Secretaries,<br />

Service Chiefs, and <strong>Forces</strong><br />

a. Continuous Coordination. The Services and USSOCOM (in areas unique to SO)<br />

share <strong>the</strong> division <strong>of</strong> responsibility <strong>for</strong> developing military capabilities <strong>for</strong> <strong>the</strong> CCMDs. All<br />

components <strong>of</strong> DOD are charged to coordinate on matters <strong>of</strong> common or overlapping<br />

responsibility. The Joint Staff, Services, and USSOCOM headquarters play a critical role in<br />

ensuring that CCDRs’ concerns and comments are included or advocated during <strong>the</strong><br />

coordination.<br />
