assigned missions.<br />
b. Total <strong>for</strong>ce fitness (TFF) provides an integrative and holistic framework to better<br />
understand, assess, and maintain <strong>the</strong> fitness <strong>of</strong> <strong>the</strong> joint <strong>for</strong>ce. It assists individuals in<br />
sustaining <strong>the</strong>ir well-being, which directly contributes to <strong>the</strong>ir ability to carry out assigned<br />
tasks. Leaders at all levels must understand, establish, and support a TFF program within<br />
<strong>the</strong>ir organizations.<br />
c. The character, pr<strong>of</strong>essionalism, and values that are <strong>the</strong> hallmark <strong>of</strong> <strong>the</strong> joint <strong>for</strong>ce<br />
demand that leaders care <strong>for</strong> our <strong>for</strong>ces and <strong>the</strong>ir families. TFF <strong>of</strong>fers a model <strong>for</strong> meeting<br />
that demand.<br />

19. Personnel Accountability<br />
The JFC will establish standardized procedures to account <strong>for</strong> all personnel composing<br />
<strong>the</strong> <strong>for</strong>ce to include obtaining initial accountability and continuous updates throughout <strong>the</strong><br />
duration <strong>of</strong> <strong>the</strong> operation. The JFC accomplishes joint personnel strength reporting and<br />
manages casualty reporting. The JFC provides personnel reports to <strong>the</strong> CCDR and CJCS as<br />
directed.<br />
20. Religious Affairs<br />
Religious affairs are <strong>the</strong> commander’s responsibility and consist <strong>of</strong> <strong>the</strong> combination <strong>of</strong><br />
religious support and religious advisement. Religious support addresses <strong>the</strong> joint<br />
commander’s responsibilities to support <strong>the</strong> free exercise <strong>of</strong> religion by members <strong>of</strong> <strong>the</strong> joint<br />
<strong>for</strong>ce to <strong>the</strong> standards set by DOD and <strong>the</strong> Services and to make a good faith ef<strong>for</strong>t in support<br />
<strong>of</strong> <strong>the</strong> welfare <strong>of</strong> personnel. Religious advisement addresses <strong>the</strong> commander’s requirement<br />
to receive germane subject matter advice on <strong>the</strong> impact <strong>of</strong> religion on operations. All<br />
military commanders are responsible <strong>for</strong> religious affairs in <strong>the</strong>ir command. While <strong>the</strong><br />
Services set standards <strong>for</strong> <strong>the</strong>ir personnel, each commander is responsible <strong>for</strong> identifying<br />
religious requirements unique to his or her echelon and circumstances. Religious support<br />
consists <strong>of</strong> <strong>the</strong> accommodation <strong>of</strong> <strong>the</strong> free exercise <strong>of</strong> religious beliefs through provision and<br />
facilitation <strong>of</strong> religious worship and pastoral care; advising <strong>the</strong> JFC on ethics, morals,<br />
morale, command climate, and <strong>the</strong> command religious program. Chaplains work to fulfill<br />
religious requirements in coordination with o<strong>the</strong>r chaplains and with <strong>the</strong> aid <strong>of</strong> chaplain’s<br />
assistants and religious program specialists. Chaplain confidentiality ensures that all<br />
members <strong>of</strong> <strong>the</strong> joint <strong>for</strong>ce, regardless <strong>of</strong> religious identity, have <strong>the</strong> opportunity to seek<br />
human care from pr<strong>of</strong>essionals who cannot disclose <strong>the</strong> content <strong>of</strong> communications.<br />
Religious affairs are conducted according to Service policies and standards.<br />
