component commander; however, <strong>the</strong> JFC will always consider <strong>the</strong> mission, nature, and<br />
duration <strong>of</strong> <strong>the</strong> operation, <strong>for</strong>ce capabilities, and <strong>the</strong> C2 capabilities in selecting a<br />
commander.<br />
d. The responsibilities and authority <strong>of</strong> a functional component command must be<br />
assigned by <strong>the</strong> establishing JFC. Establishment <strong>of</strong> a functional component command must<br />
not affect <strong>the</strong> command relationships between Service component and <strong>the</strong> JFC.<br />
e. The JFC must designate <strong>the</strong> <strong>for</strong>ces and/or military capability that will be made<br />
available <strong>for</strong> tasking by <strong>the</strong> functional component JFC and <strong>the</strong> appropriate command<br />
relationship(s) <strong>the</strong> functional component commander will exercise. Normally, <strong>the</strong> functional<br />
component commander will exercise OPCON over its own Service <strong>for</strong>ces made available <strong>for</strong><br />
tasking and TACON over o<strong>the</strong>r <strong>for</strong>ces made available <strong>for</strong> tasking. The JFC may also<br />
establish support relationships between functional component commanders and o<strong>the</strong>r<br />
subordinate commanders to facilitate operations.<br />
f. The commander <strong>of</strong> a functional component command is responsible <strong>for</strong> making<br />
recommendations to <strong>the</strong> establishing commander on <strong>the</strong> proper employment <strong>of</strong> <strong>the</strong> <strong>for</strong>ces<br />
and/or military capability made available to accomplish <strong>the</strong> assigned responsibilities.<br />
g. When a functional component command is composed <strong>of</strong> <strong>for</strong>ces <strong>of</strong> two or more<br />
Services, <strong>the</strong> functional component commander must be cognizant <strong>of</strong> <strong>the</strong> constraints imposed<br />
by logistic factors on <strong>the</strong> capability <strong>of</strong> <strong>the</strong> <strong>for</strong>ces attached or made available and <strong>the</strong><br />
responsibilities retained by <strong>the</strong> Service component commanders.<br />
h. When a functional component command will employ <strong>for</strong>ces from more than one<br />
Service, <strong>the</strong> functional component JFC’s staff should reflect <strong>the</strong> composition <strong>of</strong> <strong>the</strong><br />
functional component command to provide <strong>the</strong> JFC with <strong>the</strong> expertise needed to effectively<br />
employ <strong>the</strong> <strong>for</strong>ces made available. Staff billets <strong>for</strong> <strong>the</strong> needed expertise and individuals to<br />
fill those billets should be identified and used when <strong>the</strong> functional component staffs are<br />
<strong>for</strong>med <strong>for</strong> exercises and actual operations. The number <strong>of</strong> personnel on this staff should be<br />
kept to <strong>the</strong> minimum and should be consistent with <strong>the</strong> task per<strong>for</strong>med. The structure <strong>of</strong> <strong>the</strong><br />
staff should be flexible enough to expand or contract under changing conditions without a<br />
loss in coordination or capability.<br />

10. Responsibility<br />
SECTION C. DISCIPLINE<br />
a. Joint Force Commander. The JFC is responsible <strong>for</strong> <strong>the</strong> discipline <strong>of</strong> military<br />
personnel assigned to <strong>the</strong> joint organization. In addition to <strong>the</strong> disciplinary authority<br />
exercised by subordinate JFCs, a CCDR may prescribe procedures by which <strong>the</strong> senior<br />
<strong>of</strong>ficer <strong>of</strong> a Service assigned to <strong>the</strong> headquarters element <strong>of</strong> a joint organization may exercise<br />
