command relationships. The interrelated responsibilities between commanders, as well as<br />

<strong>the</strong> operational authority exercised by commanders in <strong>the</strong> chain <strong>of</strong> command; defined<br />

fur<strong>the</strong>r as combatant command (command authority), operational control, tactical<br />

component. 1. One <strong>of</strong> <strong>the</strong> subordinate organizations that constitute a joint <strong>for</strong>ce. (<strong>JP</strong> 1) 2.<br />

In logistics, a part or combination <strong>of</strong> parts having a specific function, which can be<br />

installed or replaced only as an entity. (<strong>JP</strong> 4-0) Also called COMP. (Approved <strong>for</strong><br />

continental <strong>United</strong> <strong>States</strong>. <strong>United</strong> <strong>States</strong> territory, including <strong>the</strong> adjacent territorial waters,<br />

located within North America between Canada and Mexico. Also called CONUS.<br />

contingency operation. A military operation that is ei<strong>the</strong>r designated by <strong>the</strong> Secretary <strong>of</strong><br />

<strong>Defense</strong> as a contingency operation or becomes a contingency operation as a matter <strong>of</strong><br />

law (Title 10, <strong>United</strong> <strong>States</strong> Code, Section 101[a][13]). (Approved <strong>for</strong> incorporation<br />

Contingency Planning Guidance. Secretary <strong>of</strong> <strong>Defense</strong> written guidance, approved by <strong>the</strong><br />

President, <strong>for</strong> <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Joint Chiefs <strong>of</strong> Staff, which focuses <strong>the</strong> guidance<br />

given in <strong>the</strong> national security strategy and <strong>Defense</strong> Planning Guidance, and is <strong>the</strong><br />

principal source document <strong>for</strong> <strong>the</strong> Joint Strategic Capabilities Plan. Also called CPG.<br />

control. 1. Authority that may be less than full command exercised by a commander over<br />

In mapping, charting, and photogrammetry, a collective term <strong>for</strong> a system <strong>of</strong> marks or<br />

objects on <strong>the</strong> Earth or on a map or a photograph, whose positions or elevations (or both)<br />

psychological pressures exerted with <strong>the</strong> intent to assure that an agent or group will<br />

distribution and use <strong>of</strong> documents, in<strong>for</strong>mation, or material. Such indicators are <strong>the</strong> subject<br />

coordinating authority. The commander or individual who has <strong>the</strong> authority to require<br />

consultation between <strong>the</strong> specific functions or activities involving <strong>for</strong>ces <strong>of</strong> two or more<br />

Services, joint <strong>for</strong>ce components, or <strong>for</strong>ces <strong>of</strong> <strong>the</strong> same Service or agencies, but does not<br />

have <strong>the</strong> authority to compel agreement. (Approved <strong>for</strong> incorporation into <strong>JP</strong> 1-02.)<br />

defense readiness condition. None. (Approved <strong>for</strong> removal from <strong>JP</strong> 1-02.)<br />

delegation <strong>of</strong> authority. The action by which a commander assigns part <strong>of</strong> his or her<br />

authority, commensurate with <strong>the</strong> assigned task, to a subordinate commander.<br />
