(4) Train SO <strong>for</strong>ce, including developing recommendations to <strong>the</strong> CJCS regarding<br />
strategy, doctrine, tactics, techniques, and procedures <strong>for</strong> <strong>the</strong> joint employment <strong>of</strong> SOF.<br />
b. The Commander, US Strategic Command, is an FCC who is responsible to:<br />
(1) Maintain primary responsibility among CCDRs to support <strong>the</strong> national<br />
objective <strong>of</strong> strategic deterrence.<br />
(2) Provide integrated global strike planning and C2 support <strong>of</strong> <strong>the</strong>ater and national<br />
objectives and exercising C2 <strong>of</strong> selected missions as directed.<br />
(3) Synchronize planning <strong>for</strong> global missile defense in coordination with o<strong>the</strong>r<br />
CCDRs, <strong>the</strong> Services, and as directed, appropriate USG departments and agencies.<br />
(4) Plan, integrate, and coordinate ISR in support <strong>of</strong> strategic and global operations.<br />
(5) Provide planning, training, and contingent electronic warfare support.<br />
(6) Synchronize planning <strong>for</strong> DOD combating WMD ef<strong>for</strong>ts in coordination with<br />
o<strong>the</strong>r CCDRs, <strong>the</strong> Services, and as directed, appropriate USG departments and agencies.<br />
(7) Plan and conduct space operations.<br />
(8) Synchronize planning <strong>for</strong> cyberspace operations.<br />

c. The Commander, US Transportation Command, is an FCC who is responsible to:<br />
(1) Provide common-user and commercial air, land, and maritime transportation,<br />
terminal management, and aerial refueling to support global deployment, employment,<br />
sustainment, and redeployment <strong>of</strong> US <strong>for</strong>ces.<br />
(2) Serve as <strong>the</strong> mobility joint <strong>for</strong>ce provider.<br />
(3) Provide DOD global patient movement, in coordination with GCCs, through <strong>the</strong><br />
<strong>Defense</strong> Transportation Network.<br />
(4) Serve as <strong>the</strong> Distribution Process Owner. Synchronize planning <strong>for</strong> global<br />
distribution operations in coordination with o<strong>the</strong>r CCMDs, <strong>the</strong> Services, and as directed,<br />
appropriate government departments and agencies.<br />

14. Statutory Command Authority<br />
Title 10, USC, Section 164, outlines seven command functions <strong>of</strong> CCDRs. The<br />
