Functions <strong>of</strong> <strong>the</strong> Department <strong>of</strong> <strong>Defense</strong> and Its Major Components<br />
Command Functions <strong>of</strong> a Combatant Commander<br />
• Giving authoritative direction to subordinate commands and <strong>for</strong>ces necessary to carry<br />
out missions assigned to <strong>the</strong> command, including authoritative direction over all<br />
aspects <strong>of</strong> military operations, joint training, and logistics.<br />
• Prescribing <strong>the</strong> chain <strong>of</strong> command to <strong>the</strong> commands and <strong>for</strong>ces within <strong>the</strong> command.<br />

Organizing commands and <strong>for</strong>ces within that command as necessary to carry out<br />
missions assigned to <strong>the</strong> command.<br />
• Employing <strong>for</strong>ces within that command as necessary to carry out missions assigned to<br />
<strong>the</strong> command.<br />
• Assigning command functions to subordinate commanders.<br />
•<br />
Coordinating and approving those aspects <strong>of</strong> administration, support (including control<br />
<strong>of</strong> resources and equipment, internal organization, and training), and discipline<br />
necessary to carry out missions assigned to <strong>the</strong> command.<br />
• Exercising <strong>the</strong> authority with respect to selecting subordinate commanders, selecting<br />
combatant command staff, suspending subordinates, and convening courts-martial as<br />
delineated in Title 10, US Code, Section 164.<br />

15. Authority Over Subordinate Commanders<br />
Unless o<strong>the</strong>rwise directed by <strong>the</strong> President or SecDef, commanders <strong>of</strong> <strong>the</strong> CCMDs<br />
exercise authority over subordinate commanders as follows:<br />
a. Commanders <strong>of</strong> commands and <strong>for</strong>ces assigned to a CCDR are under <strong>the</strong> authority,<br />
direction, and control <strong>of</strong>, and are responsible to, <strong>the</strong> CCDR on all matters <strong>for</strong> which <strong>the</strong><br />
CCDR has been assigned authority under Section 164, subsection (c) <strong>of</strong> Title 10, USC.<br />
b. The commander <strong>of</strong> a command or <strong>for</strong>ce assigned to a CCDR will communicate with<br />
o<strong>the</strong>r elements <strong>of</strong> DOD on any matter <strong>for</strong> which <strong>the</strong> commander <strong>of</strong> <strong>the</strong> CCMD has been<br />
assigned authority in accordance with procedures, if any, established by <strong>the</strong> CCDR.<br />
c. O<strong>the</strong>r elements <strong>of</strong> DOD will communicate with <strong>the</strong> commander <strong>of</strong> a command or<br />
<strong>for</strong>ce referred to in Paragraph a. above on any matter <strong>for</strong> which <strong>the</strong> CCDR has been assigned<br />
authority under Section 164, subsection (c) <strong>of</strong> Title 10, USC, in accordance with procedures,<br />
if any, established by <strong>the</strong> CCDR.<br />
d. If directed by <strong>the</strong> CCDR, <strong>the</strong> commander <strong>of</strong> a command or <strong>for</strong>ce referred to in<br />
Paragraph a. above shall advise <strong>the</strong> CCDR <strong>of</strong> all communications to and from o<strong>the</strong>r elements<br />
<strong>of</strong> DOD on any matter <strong>for</strong> which <strong>the</strong> commander <strong>of</strong> <strong>the</strong> CCMD has not been assigned<br />
authority under Section 164, subsection (c) <strong>of</strong> Title 10, USC.<br />
e. Commanders <strong>of</strong> commands and <strong>for</strong>ces assigned to a CCDR with bilateral or<br />
multilateral planning requirements coordinate operation planning ef<strong>for</strong>ts with that CCDR, in<br />
order to synchronize that plan with <strong>the</strong> CCDR’s campaign plans and regional strategy.<br />
