12. Geographic Combatant Command Responsibilities<br />

a. Based on <strong>the</strong> President’s UCP, <strong>the</strong> Commanders, US Central Command, USEUCOM,<br />

<strong>United</strong> <strong>States</strong> Pacific Command (USPACOM), US Sou<strong>the</strong>rn Command, US Africa<br />

Command, and USNORTHCOM, are each assigned a geographic AOR within which <strong>the</strong>ir<br />

missions are accomplished with assigned and/or attached <strong>for</strong>ces. <strong>Forces</strong> under <strong>the</strong> direction<br />

<strong>of</strong> <strong>the</strong> President or SecDef may conduct operations from or within any geographic area as<br />

required <strong>for</strong> accomplishing assigned tasks, as mutually agreed by <strong>the</strong> CCDRs concerned or<br />

as specifically directed by <strong>the</strong> President or SecDef. Some responsibilities <strong>of</strong> <strong>the</strong>se GCCs are<br />

to:<br />

(1) Detect, deter, and prevent attacks against <strong>the</strong> US, its territories and bases, and<br />

employ appropriate <strong>for</strong>ce should deterrence fail.<br />

(2) Carry out assigned missions and tasks, and plan <strong>for</strong> and execute military<br />

operations, as directed.<br />

(3) Assign tasks to and direct coordination among subordinate commands.<br />

(4) Maintain <strong>the</strong> security <strong>of</strong> and carry out <strong>for</strong>ce protection and personnel recovery<br />

responsibilities <strong>for</strong> <strong>the</strong> command, including assigned or attached commands, <strong>for</strong>ces, and<br />

assets.<br />

(5) Plan, conduct, and assess security cooperation activities.<br />

(6) Plan and, as appropriate, conduct evacuation and protection <strong>of</strong> US citizens and<br />

nationals and designated o<strong>the</strong>r persons.<br />

(7) Provide US military representation to international and US national agencies<br />

unless o<strong>the</strong>rwise directed.<br />

(8) Provide <strong>the</strong> single point <strong>of</strong> contact on military matters within <strong>the</strong> AOR.<br />

b. The Commander, <strong>United</strong> <strong>States</strong> Nor<strong>the</strong>rn Command (CDRUSNORTHCOM), is<br />

responsible <strong>for</strong>:<br />

(1) Providing support to civil authorities, as directed.<br />

(2) Providing chemical, biological, radiological, and nuclear consequence<br />

management (CBRN CM) assistance and support to US and allied partner authorities, as<br />

directed, within US territories and protectorates and <strong>the</strong> USNORTHCOM AOR.<br />

(3) CDRUSNORTHCOM is also designated <strong>the</strong> Commander, US Element,<br />

NORAD, and will be designated Commander or Deputy Commander <strong>of</strong> NORAD. A<br />

binational command <strong>of</strong> <strong>the</strong> US and Canada, NORAD is responsible <strong>for</strong> aerospace warning<br />
