Chapter III<br />

e. The VCJCS is a member <strong>of</strong> <strong>the</strong> Joint Nuclear Weapons Council, is <strong>the</strong> Vice<br />

Chairman <strong>of</strong> <strong>the</strong> <strong>Defense</strong> Acquisition Board, and may be designated by <strong>the</strong> CJCS to act as<br />

<strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Joint Requirements Oversight Council (JROC).<br />

9. Joint Staff<br />

a. The Joint Staff is under <strong>the</strong> exclusive authority, direction, and control <strong>of</strong> <strong>the</strong> CJCS.<br />

The Joint Staff will per<strong>for</strong>m duties using procedures that <strong>the</strong> CJCS prescribes to assist <strong>the</strong><br />

CJCS and <strong>the</strong> o<strong>the</strong>r members <strong>of</strong> <strong>the</strong> JCS in carrying out <strong>the</strong>ir responsibilities.<br />

b. The Joint Staff includes <strong>of</strong>ficers selected in proportional numbers from <strong>the</strong> Army,<br />

Marine Corps, Navy, and Air Force. Coast Guard <strong>of</strong>ficers may also serve on <strong>the</strong> Joint Staff.<br />

c. Selection <strong>of</strong> <strong>of</strong>ficers to serve on <strong>the</strong> Joint Staff is made by <strong>the</strong> CJCS from a list <strong>of</strong><br />

<strong>of</strong>ficers submitted by <strong>the</strong> Services. Each <strong>of</strong>ficer whose name is submitted must be among<br />

those <strong>of</strong>ficers considered to be <strong>the</strong> most outstanding <strong>of</strong>ficers <strong>of</strong> that Service. The CJCS may<br />

specify <strong>the</strong> number <strong>of</strong> <strong>of</strong>ficers to be included on such a list.<br />

d. After coordination with <strong>the</strong> o<strong>the</strong>r members <strong>of</strong> <strong>the</strong> JCS and with <strong>the</strong> approval <strong>of</strong><br />

SecDef, <strong>the</strong> CJCS may select a Director, Joint Staff.<br />

e. The CJCS manages <strong>the</strong> Joint Staff and its Director.<br />

f. Per Title 10, USC, Section 155, <strong>the</strong> Joint Staff will not operate or be organized as an<br />

overall <strong>Armed</strong> <strong>Forces</strong> general staff and will have no executive authority. The Joint Staff is<br />

organized and operates along conventional staff lines to support <strong>the</strong> CJCS and <strong>the</strong> o<strong>the</strong>r<br />

members <strong>of</strong> <strong>the</strong> JCS in discharging <strong>the</strong>ir assigned responsibilities. In addition, <strong>the</strong> Joint Staff<br />

is <strong>the</strong> focal point <strong>for</strong> <strong>the</strong> CJCS to ensure that comments and concerns <strong>of</strong> <strong>the</strong> CCDRs and<br />

CSAs are well represented and advocated during all levels <strong>of</strong> coordination.<br />

SECTION C. MILITARY DEPARTMENTS AND SERVICES<br />

10. Common Functions <strong>of</strong> <strong>the</strong> Services and <strong>the</strong> <strong>United</strong> <strong>States</strong> Special Operations<br />

Command<br />

a. Subject to <strong>the</strong> authority, direction, and control <strong>of</strong> SecDef and subject to <strong>the</strong> provisions<br />

<strong>of</strong> Title 10, USC, <strong>the</strong> Army, Marine Corps, Navy, and Air Force, under <strong>the</strong>ir respective<br />

Secretaries, are responsible <strong>for</strong> <strong>the</strong> functions prescribed in detail in DODD 5100.01,<br />

Functions <strong>of</strong> <strong>the</strong> Department <strong>of</strong> <strong>Defense</strong> and Its Major Components. Specific Service<br />

functions also are delineated in that directive.<br />

b. USSOCOM is unique among <strong>the</strong> CCMDs in that it per<strong>for</strong>ms certain Service-like<br />

functions (in areas unique to SO) (Title 10, USC, Sections 161 and 167), including <strong>the</strong><br />

following:<br />

(1) Organize, train, equip, and provide combat-ready SOF to <strong>the</strong> o<strong>the</strong>r CCMDs and,<br />

when directed by <strong>the</strong> President or SecDef, conduct selected SO, usually in coordination with<br />

<strong>the</strong> GCC in whose AOR <strong>the</strong> SO will be conducted. USSOCOM’s role in equipping and<br />
