Joint Task Force<br />

Commander Responsibilities<br />

A JTF is a joint <strong>for</strong>ce that is constituted and so<br />

designated by SecDef, a CCDR, a subordinate unified<br />

commander, or an existing JTF commander. A JTF may<br />

be established on a geographical area or functional basis<br />

when <strong>the</strong> mission has a specific limited objective and<br />

does not require overall centralized control <strong>of</strong> logistics.<br />

Although specific responsibilities will vary, a JFC<br />

possesses <strong>the</strong> following general responsibilities:<br />

Provide a clear commander’s intent and timely<br />

communication <strong>of</strong> specified tasks, toge<strong>the</strong>r with any<br />

required coordinating and reporting requirements.<br />

Transfer <strong>for</strong>ces and o<strong>the</strong>r capabilities to designated<br />

subordinate commanders <strong>for</strong> accomplishing assigned<br />

tasks.<br />

Provide all available in<strong>for</strong>mation to subordinate<br />

JFCs and component commanders that affect <strong>the</strong>ir<br />

assigned missions and objectives.<br />

Delegate authority to subordinate JFCs and<br />

component commanders commensurate with <strong>the</strong>ir<br />

responsibilities.<br />

Commands<br />

A JFC is authorized to organize <strong>the</strong> staff and assign<br />

responsibilities to individual Service members assigned<br />

to <strong>the</strong> staff as deemed necessary to accomplish assigned<br />

missions. The composition <strong>of</strong> a joint staff should be<br />

commensurate with <strong>the</strong> composition <strong>of</strong> <strong>for</strong>ces and <strong>the</strong><br />

character <strong>of</strong> <strong>the</strong> contemplated operations to ensure that<br />

<strong>the</strong> staff understands <strong>the</strong> capabilities, needs, and<br />

limitations <strong>of</strong> each element <strong>of</strong> <strong>the</strong> <strong>for</strong>ce.<br />

A Service component command, assigned to a CCDR,<br />

consists <strong>of</strong> <strong>the</strong> Service component commander and <strong>the</strong><br />

Service <strong>for</strong>ces (such as individuals, units, detachments,<br />

and organizations, including <strong>the</strong> support <strong>for</strong>ces) that have<br />

been assigned to that CCDR. <strong>Forces</strong> assigned to CCDRs<br />

are identified in <strong>the</strong> Global Force Management<br />

Implementation Guidance (GFMIG) signed by SecDef.<br />

JFCs have <strong>the</strong> authority to establish functional<br />

component commands to control military operations.<br />

JFCs may decide to establish a functional component<br />

command to integrate planning; reduce <strong>the</strong>ir span <strong>of</strong><br />

control; and/or significantly improve combat efficiency,<br />

in<strong>for</strong>mation flow, unity <strong>of</strong> ef<strong>for</strong>t, weapon systems<br />
