capabilities. Once validated and approved, concepts and solutions are actively transitioned<br />
via <strong>the</strong> <strong>for</strong>ce development process in order to institutionalize <strong>the</strong> solutions. Succeeding in<br />
this requires <strong>the</strong> establishment <strong>of</strong> three types <strong>of</strong> organizational sponsorship to deliver<br />
sustainable joint capability to <strong>the</strong> joint warfighter. The operational sponsor is <strong>the</strong> submitting<br />
organization (“has <strong>the</strong> problem”). The technical sponsor is <strong>the</strong> organization that has <strong>the</strong><br />
expertise in designing and executing <strong>the</strong> experiment or expertise with <strong>the</strong> proposed<br />
capability. The implementation sponsor is <strong>the</strong> organization that has <strong>the</strong> authorities and<br />
responsibilities required <strong>for</strong> implementation <strong>of</strong> <strong>the</strong> developed capability, once validated and<br />
approved, into <strong>the</strong> joint <strong>for</strong>ce. These roles and responsibilities are identified in a project<br />
experimentation support agreement during <strong>the</strong> planning phase and serve as <strong>the</strong> baseline <strong>for</strong><br />
<strong>for</strong>mal periodic project reviews and ensure that assessment remains relevant to DOD.<br />
(2) Joint assessment does not conclude <strong>the</strong> joint <strong>for</strong>ce development life cycle; it<br />
in<strong>for</strong>ms it. Being that <strong>the</strong> joint <strong>for</strong>ce development life cycle is iterative, constant, and<br />
inclusive, results <strong>of</strong> assessments provide validated solutions that provide change<br />
recommendations <strong>for</strong> relevant joint doctrine, education, training, and exercises to sustain <strong>the</strong><br />
joint warfighter’s capability. Additionally, as new capabilities are discovered through <strong>the</strong><br />
collection and exploration <strong>of</strong> lessons learned, joint warfighting capability is created with <strong>the</strong><br />
codification <strong>of</strong> <strong>the</strong>se best practices into joint doctrine, <strong>the</strong> dissemination <strong>of</strong> lessons learned<br />
across <strong>the</strong> Services, and comprehensive training and education programs that produce our<br />
future strategists and leaders. Accordingly, joint <strong>for</strong>ce development enables a joint trained<br />
and adaptable <strong>for</strong>ce prepared to function across <strong>the</strong> ROMO.<br />
