Functions <strong>of</strong> <strong>the</strong> Department <strong>of</strong> <strong>Defense</strong> and Its Major Components<br />

and control and maritime warning <strong>for</strong> Canada, Alaska, Puerto Rico, <strong>the</strong> US Virgin Islands,<br />

<strong>the</strong> continental US, <strong>the</strong> air defense identification zone, and <strong>the</strong> air and maritime approaches.<br />

Through NORAD, <strong>the</strong> commander answers to both <strong>the</strong> US and Canadian governments.<br />

(4) Planning, organizing, and as directed, executing HD operations within <strong>the</strong><br />

USNORTHCOM AOR in concert with missions per<strong>for</strong>med by Commander, NORAD.<br />

(5) Synchronizing planning <strong>for</strong> DOD ef<strong>for</strong>ts in support <strong>of</strong> <strong>the</strong> USG response to<br />

pandemic influenza.<br />

c. The Commander, USPACOM, is responsible <strong>for</strong>:<br />

(1) Providing support to civil authorities, as directed.<br />

(2) Providing CBRN CM assistance and support to US and allied partner<br />

authorities, as directed, within US territories and protectorates and <strong>the</strong> USPACOM AOR.<br />

(3) Planning, organizing, and as directed, executing HD operations within <strong>the</strong><br />

USPACOM AOR.<br />

(4) Synchronizing planning <strong>for</strong> DOD ef<strong>for</strong>ts in support <strong>of</strong> <strong>the</strong> USG response to<br />

pandemic influenza and infectious disease.<br />

13. Functional Combatant Command Responsibilities<br />

a. CDRUSSOCOM is an FCC who exercises COCOM <strong>of</strong> all assigned AC and<br />

mobilized RC SOF minus US Army Reserve CA and MISO <strong>for</strong>ces. When directed,<br />

CDRUSSOCOM provides US-based SOF to a GCC who exercises COCOM <strong>of</strong> assigned and<br />

OPCON <strong>of</strong> attached SOF through a commander <strong>of</strong> a <strong>the</strong>ater SO command or a joint SO task<br />

<strong>for</strong>ce in a specific operational area or to prosecute SO in support <strong>of</strong> a <strong>the</strong>ater campaign or<br />

o<strong>the</strong>r operations. SOF are those <strong>for</strong>ces identified in Title 10, USC, Section 167, or those<br />

units or <strong>for</strong>ces that have since been designated as SOF by SecDef, and <strong>the</strong>y are those AC and<br />

RC <strong>for</strong>ces <strong>of</strong> <strong>the</strong> Services specifically organized, trained, and equipped to conduct and<br />

support SO. When directed, CDRUSSOCOM can establish and employ a JTF as <strong>the</strong><br />

supported commander. In addition to functions specified in Title 10, USC, Section 167,<br />

CDRUSSOCOM is responsible to:<br />

(1) Serve as <strong>the</strong> SOF joint <strong>for</strong>ce provider.<br />

(2) Integrate and coordinate DOD MISO capabilities to enhance interoperability<br />

and support US Strategic Command’s IO responsibilities and o<strong>the</strong>r CCDRs’ MISO planning<br />

and execution.<br />

(3) Synchronize planning <strong>for</strong> global operations against terrorist networks in<br />

coordination with o<strong>the</strong>r CCDRs, <strong>the</strong> Services, and as directed, appropriate USG departments<br />

and agencies.<br />
