as required to accomplish <strong>the</strong> subordinate JFC’s assigned mission. For some commodities or<br />

support services common to two or more Services, one Service may be given responsibility<br />

<strong>for</strong> management based on DOD EA designations or inter-Service support agreements.<br />

However, <strong>the</strong> CCDR must <strong>for</strong>mally delineate this delegated directive authority by function<br />

and scope to <strong>the</strong> subordinate JFC or Service component commander. The exercise <strong>of</strong><br />

directive authority <strong>for</strong> logistics by a CCDR includes <strong>the</strong> authority to issue directives to<br />

subordinate commanders, including peacetime measures necessary to ensure <strong>the</strong> following:<br />

effective execution <strong>of</strong> approved plans, effectiveness and economy <strong>of</strong> operation, and<br />

prevention or elimination <strong>of</strong> unnecessary duplication <strong>of</strong> facilities and overlapping <strong>of</strong><br />

functions among <strong>the</strong> Service component commands. CCDRs will coordinate with<br />

appropriate Services be<strong>for</strong>e exercising directive authority <strong>for</strong> logistics or delegate authority<br />

<strong>for</strong> subordinate commanders to exercise common support capabilities to one <strong>of</strong> <strong>the</strong>ir<br />

components.<br />

(1) A CCDR’s directive authority does not:<br />

(a) Discontinue Service responsibility <strong>for</strong> logistic support.<br />

(b) Discourage coordination by consultation and agreement.<br />

(c) Disrupt effective procedures or efficient use <strong>of</strong> facilities or organizations.<br />

(d) Include <strong>the</strong> ability to provide contracting authority or make binding<br />

contracts <strong>for</strong> <strong>the</strong> USG.<br />

(2) Unless o<strong>the</strong>rwise directed by SecDef, <strong>the</strong> Military Departments and Services<br />

continue to have responsibility <strong>for</strong> <strong>the</strong> logistic support <strong>of</strong> <strong>the</strong>ir <strong>for</strong>ces assigned or attached to<br />

joint commands, subject to <strong>the</strong> following guidance:<br />

(a) Under peacetime conditions, <strong>the</strong> scope <strong>of</strong> <strong>the</strong> logistic authority exercised by<br />

<strong>the</strong> commander <strong>of</strong> a CCMD will be consistent with <strong>the</strong> peacetime limitations imposed by<br />

legislation, DOD policy or regulations, budgetary considerations, local conditions, and o<strong>the</strong>r<br />

specific conditions prescribed by SecDef or <strong>the</strong> CJCS. Where <strong>the</strong>se factors preclude<br />

execution <strong>of</strong> a CCDR’s directive by component commanders, <strong>the</strong> comments and<br />

recommendations <strong>of</strong> <strong>the</strong> CCDR, toge<strong>the</strong>r with <strong>the</strong> comments <strong>of</strong> <strong>the</strong> component commander<br />

concerned, normally will be referred to <strong>the</strong> appropriate Military Department <strong>for</strong><br />

consideration. If <strong>the</strong> matter is not resolved in a timely manner with <strong>the</strong> appropriate Military<br />

Department, it will be referred by <strong>the</strong> CCDR, through <strong>the</strong> CJCS, to SecDef.<br />

(b) Under crisis action, wartime conditions, or where critical situations make<br />

diversion <strong>of</strong> <strong>the</strong> normal logistic process necessary, <strong>the</strong> logistic authority <strong>of</strong> CCDRs enables<br />

<strong>the</strong>m to use all facilities and supplies <strong>of</strong> all <strong>for</strong>ces assigned to <strong>the</strong>ir commands <strong>for</strong> <strong>the</strong><br />

accomplishment <strong>of</strong> <strong>the</strong>ir missions. The President or SecDef may extend this authority to<br />

attached <strong>for</strong>ces when transferring those <strong>for</strong>ces <strong>for</strong> a specific mission and should specify this<br />

authority in <strong>the</strong> establishing directive or order. Joint logistic doctrine and policy developed<br />

by <strong>the</strong> CJCS establishes wartime logistic support guidance to assist <strong>the</strong> CCDR in conducting<br />

successful joint operations.<br />
