administrative and nonjudicial punishment authority over personnel <strong>of</strong> <strong>the</strong> same Service<br />
assigned to <strong>the</strong> same joint organization.<br />
b. Service Component Commander. Each Service component in a CCMD is<br />
responsible <strong>for</strong> <strong>the</strong> discipline <strong>of</strong> that Service’s component <strong>for</strong>ces, subject to Service<br />
regulations and directives established by <strong>the</strong> CCDR. The JFC exercises disciplinary<br />
authority vested in <strong>the</strong> JFC by law, Service regulations, and superior authority in <strong>the</strong> chain <strong>of</strong><br />
command.<br />
c. Method <strong>of</strong> Coordination. The JFC normally exercises disciplinary authority<br />
through <strong>the</strong> Service component commanders to <strong>the</strong> extent practicable. When this is<br />
impracticable, <strong>the</strong> JFC may establish joint agencies responsible directly to <strong>the</strong> JFC to advise<br />
or make recommendations on matters placed within <strong>the</strong>ir jurisdiction or, if necessary, to<br />
carry out <strong>the</strong> directives <strong>of</strong> a superior authority. A joint military police <strong>for</strong>ce is an example <strong>of</strong><br />
such an agency.<br />
11. Uni<strong>for</strong>m Code <strong>of</strong> Military Justice<br />
The Uni<strong>for</strong>m Code <strong>of</strong> Military Justice (UCMJ) is federal law, as enacted by Congress; it<br />
provides <strong>the</strong> basic law <strong>for</strong> discipline <strong>of</strong> <strong>the</strong> <strong>Armed</strong> <strong>Forces</strong> <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>States</strong>. The Manual<br />
<strong>for</strong> Courts-Martial (MCM), <strong>United</strong> <strong>States</strong> (as amended), prescribes <strong>the</strong> rules and procedures<br />
governing military justice. Pursuant to <strong>the</strong> authority vested in <strong>the</strong> President under article<br />
22(a), UCMJ, and in Rules <strong>for</strong> Courts-Martial (RCM) 201(e)(2)(A) <strong>of</strong> <strong>the</strong> MCM (as<br />
amended), CCDRs are given courts-martial jurisdiction over members <strong>of</strong> any <strong>of</strong> <strong>the</strong> <strong>Armed</strong><br />
<strong>Forces</strong>. Pursuant to article 23(a)(6), UCMJ, subordinate JFCs <strong>of</strong> a detached command or<br />
unit have special courts-martial convening authority. Under RCM 201(e)(2)(C), CCDRs<br />
may expressly authorize subordinate JFCs who are authorized to convene special and<br />
summary courts-martial to convene such courts-martial <strong>for</strong> <strong>the</strong> trial <strong>of</strong> members <strong>of</strong> o<strong>the</strong>r<br />
armed <strong>for</strong>ces.<br />
12. Rules and Regulations<br />
Rules and regulations implementing <strong>the</strong> UCMJ and MCM are, <strong>for</strong> <strong>the</strong> most part, <strong>of</strong><br />
single-Service origin. In a joint <strong>for</strong>ce, however, <strong>the</strong> JFC should publish rules and regulations<br />
that establish uni<strong>for</strong>m policies applicable to all Services’ personnel within <strong>the</strong> joint<br />
organization where appropriate. For example, joint rules and regulations should be<br />
published to address hours and areas authorized <strong>for</strong> liberty, apprehension <strong>of</strong> Service<br />
personnel, black market activities, prescription drug and alcohol consumption, combating<br />
trafficking in persons, sexual assault prevention and response policies, currency control<br />
regulations, and any o<strong>the</strong>r matters that <strong>the</strong> JFC deems appropriate.<br />
13. Jurisdiction<br />
a. More Than One Service Involved. Matters that involve more than one Service and<br />
that are within <strong>the</strong> jurisdiction <strong>of</strong> <strong>the</strong> JFC may be handled ei<strong>the</strong>r by <strong>the</strong> JFC or by <strong>the</strong><br />
appropriate Service component commander.<br />
