Command Responsibilities<br />

Based on <strong>the</strong> President’s UCP, <strong>the</strong> Commanders, US<br />

Central Command, US European Command, US<br />

Pacific Command, US Sou<strong>the</strong>rn Command, US Africa<br />

Command, and US Nor<strong>the</strong>rn Command, are each<br />

assigned a geographic AOR within which <strong>the</strong>ir<br />

missions are accomplished with assigned and/or<br />

attached <strong>for</strong>ces. <strong>Forces</strong> under <strong>the</strong> direction <strong>of</strong> <strong>the</strong><br />

President or SecDef may conduct operations from or<br />

within any geographic area as required <strong>for</strong> accomplishing<br />

assigned tasks, as mutually agreed by <strong>the</strong> CCDRs<br />

concerned or as specifically directed by <strong>the</strong> President or<br />

SecDef.<br />

Commander, US Special Operations Command<br />

(CDRUSSOCOM) is an FCC who exercises COCOM <strong>of</strong><br />

all assigned Active Component and mobilized Reserve<br />

Component SOF minus US Army Reserve civil affairs<br />

and military in<strong>for</strong>mation support <strong>for</strong>ces. When directed,<br />

CDRUSSOCOM provides US-based SOF to a GCC who<br />

exercises COCOM <strong>of</strong> assigned and OPCON <strong>of</strong> attached<br />

SOF through a commander <strong>of</strong> a <strong>the</strong>ater SO command or a<br />

joint SO task <strong>for</strong>ce in a specific operational area or to<br />

prosecute SO in support <strong>of</strong> a <strong>the</strong>ater campaign or o<strong>the</strong>r<br />

operations.<br />

The Commander, US Strategic Command, is an FCC<br />

who is responsible to:<br />

Maintain primary responsibility among CCDRs to<br />

support <strong>the</strong> national objective <strong>of</strong> strategic deterrence;<br />

Provide integrated global strike planning;<br />

Synchronize planning <strong>for</strong> global missile defense;<br />

Plan, integrate, and coordinate ISR in support <strong>of</strong><br />

strategic and global operations;<br />

Provide planning, training, and contingent electronic<br />

warfare support;<br />

Synchronize planning <strong>for</strong> DOD combating weapons<br />

<strong>of</strong> mass destruction;<br />

Plan and conduct space operations;<br />

Synchronize planning <strong>for</strong> cyberspace operations, and<br />

Provide in-depth analysis and precision targeting <strong>for</strong><br />

selected networks and nodes.<br />

The Commander, US Transportation Command, is an<br />
