3. Specified Combatant Command<br />

There are currently no specified CCMDs designated. Because <strong>the</strong> option <strong>for</strong> <strong>the</strong><br />

President through SecDef to create a specified CCMD still exists in Title 10, USC, Section<br />

161, <strong>the</strong> following in<strong>for</strong>mation is provided. A specified CCMD is a command that has broad<br />

continuing missions and is established by <strong>the</strong> President, through SecDef, with <strong>the</strong> advice and<br />

assistance <strong>of</strong> <strong>the</strong> CJCS (see Figure IV-3).<br />

a. Composition. Although a specified CCMD normally is composed <strong>of</strong> <strong>for</strong>ces from<br />

one Military Department, it may include units and staff representation from o<strong>the</strong>r Military<br />

Departments.<br />

b. Transfer <strong>of</strong> <strong>Forces</strong> from O<strong>the</strong>r Military Departments. When units <strong>of</strong> o<strong>the</strong>r<br />

Military Departments are transferred (assigned or attached) to <strong>the</strong> commander <strong>of</strong> a specified<br />

CCMD, <strong>the</strong> purpose and duration <strong>of</strong> <strong>the</strong> transfer normally will be indicated. Such transfer<br />

does not constitute <strong>the</strong> specified CCMD as a unified CCMD or a JTF. If <strong>the</strong> transfer is major<br />

and <strong>of</strong> long duration, a unified CCMD normally would be established in lieu <strong>of</strong> a specified<br />

CCMD.<br />

c. Authority and Responsibilities. The commander <strong>of</strong> a specified CCMD has <strong>the</strong><br />

same authority and responsibilities as <strong>the</strong> commander <strong>of</strong> a unified CCMD, except that no<br />

authority exists to establish subordinate unified commands.<br />

4. Subordinate Unified Command<br />

When authorized by SecDef through <strong>the</strong> CJCS, commanders <strong>of</strong> unified CCMDs may<br />

establish subordinate unified commands (also called subunified commands) to conduct<br />

operations on a continuing basis in accordance with <strong>the</strong> criteria set <strong>for</strong>th <strong>for</strong> unified CCMDs<br />

(see Figure IV-4). A subordinate unified command (e.g., <strong>United</strong> <strong>States</strong> <strong>Forces</strong> Korea) may<br />

be established on a geographical area or functional basis. Commanders <strong>of</strong> subordinate<br />
