Joint Command Organizations<br />

(2) Maintaining <strong>the</strong> preparedness <strong>of</strong> <strong>the</strong> command to carry out missions assigned to<br />

<strong>the</strong> command.<br />

(3) Carrying out assigned missions, tasks, and responsibilities.<br />

(4) Assigning tasks to, and directing coordination among, <strong>the</strong> supporting CCDRs<br />

and <strong>the</strong> subordinate commands to ensure unity <strong>of</strong> ef<strong>for</strong>t in <strong>the</strong> accomplishment <strong>of</strong> <strong>the</strong><br />

assigned missions.<br />

(5) Communicating directly with <strong>the</strong> following:<br />

(a) The Service Chiefs on single-Service matters as appropriate.<br />

(b) The CJCS on o<strong>the</strong>r matters, including <strong>the</strong> preparation <strong>of</strong> strategic, joint<br />

operation, and logistic plans; strategic and operational direction <strong>of</strong> assigned <strong>for</strong>ces; conduct<br />

<strong>of</strong> combat operations; and any o<strong>the</strong>r necessary function <strong>of</strong> command required to accomplish<br />

<strong>the</strong> mission.<br />

(c) SecDef, in accordance with applicable directives.<br />

(d) Subordinate elements, including <strong>the</strong> development organizations <strong>of</strong> <strong>the</strong><br />

DOD agency or <strong>the</strong> Military Department directly supporting <strong>the</strong> development and acquisition<br />

<strong>of</strong> <strong>the</strong> CCDR’s C2 system in coordination with <strong>the</strong> director <strong>of</strong> <strong>the</strong> DOD agency or Secretary<br />

<strong>of</strong> <strong>the</strong> Military Department concerned.<br />

(6) Keeping <strong>the</strong> CJCS promptly advised <strong>of</strong> significant events and incidents that<br />

occur in <strong>the</strong> functional area or area <strong>of</strong> operations, particularly those incidents that could<br />

create national or international repercussions.<br />

(7) Establish relationships with <strong>the</strong> CNGB to advise on National Guard matters<br />

pertaining to <strong>the</strong>ir CCMD missions and support planning and coordination <strong>for</strong> such activities<br />

as requested by <strong>the</strong> CJCS.<br />

e. Authority <strong>of</strong> <strong>the</strong> Commander <strong>of</strong> a Unified Combatant Command in an<br />

Emergency<br />

(1) In <strong>the</strong> event <strong>of</strong> a major emergency in <strong>the</strong> GCC’s AOR requiring <strong>the</strong> use <strong>of</strong> all<br />

available <strong>for</strong>ces, <strong>the</strong> GCC (except <strong>for</strong> CDRUSNORTHCOM) may temporarily assume<br />

OPCON <strong>of</strong> all <strong>for</strong>ces in <strong>the</strong> assigned AOR, including those <strong>of</strong> ano<strong>the</strong>r command, but<br />

excluding those <strong>for</strong>ces scheduled <strong>for</strong> or actually engaged in <strong>the</strong> execution <strong>of</strong> specific<br />

operational missions under joint plans approved by SecDef that would be interfered with by<br />

<strong>the</strong> contemplated use <strong>of</strong> such <strong>for</strong>ces. CDRUSNORTHCOM’s authority to assume OPCON<br />

during an emergency is limited to <strong>the</strong> portion <strong>of</strong> USNORTHCOM’s AOR outside <strong>the</strong> US.<br />

CDRUSNORTHCOM must obtain SecDef approval be<strong>for</strong>e assuming OPCON <strong>of</strong> <strong>for</strong>ces not<br />

assigned to USNORTHCOM within <strong>the</strong> US. The commander determines when such an<br />

emergency exists and, on assuming OPCON over <strong>for</strong>ces <strong>of</strong> ano<strong>the</strong>r command, immediately<br />

advises <strong>the</strong> following individual(s) <strong>of</strong> <strong>the</strong> nature and estimated duration <strong>of</strong> employment <strong>of</strong><br />

such <strong>for</strong>ces.<br />
