applicable to planning than operations and always carries with it <strong>the</strong> requirement <strong>of</strong> keeping<br />
<strong>the</strong> commander granting DIRLAUTH in<strong>for</strong>med. DIRLAUTH is a coordination relationship,<br />
not an authority through which command may be exercised.<br />
10. Command <strong>of</strong> National Guard and Reserve <strong>Forces</strong><br />
a. When mobilized under Title 10, USC, authority, command <strong>of</strong> National Guard and<br />
Reserve <strong>for</strong>ces (except those <strong>for</strong>ces specifically exempted) is assigned by SecDef to <strong>the</strong><br />
CCMDs. Those <strong>for</strong>ces are available <strong>for</strong> operational missions when mobilized <strong>for</strong> specific<br />
periods or when ordered to active duty after being validated <strong>for</strong> employment by <strong>the</strong>ir parent<br />
Service. Normally, National Guard <strong>for</strong>ces are under <strong>the</strong> commands <strong>of</strong> <strong>the</strong>ir respective<br />
governors in Title 32, USC, or state active duty status.<br />
b. The authority CCDRs may exercise over assigned RC <strong>for</strong>ces when not on active duty<br />
or when on active duty <strong>for</strong> training is TRO. CCDRs normally will exercise TRO over<br />
assigned <strong>for</strong>ces through Service component commanders. TRO includes authority to:<br />
(1) Provide guidance to Service component commanders on operational<br />
requirements and priorities to be addressed in Military Department training and readiness<br />
programs;<br />
(2) Comment on Service component program recommendations and budget<br />
requests;<br />
(3) Coordinate and approve participation by assigned RC <strong>for</strong>ces in joint exercises<br />
and training when on active duty <strong>for</strong> training or per<strong>for</strong>ming inactive duty <strong>for</strong> training;<br />
(4) Obtain and review readiness and inspection reports on assigned RC <strong>for</strong>ces; and<br />
(5) Coordinate and review mobilization plans (including post-mobilization training<br />
and deployability validation) developed <strong>for</strong> assigned RC <strong>for</strong>ces.<br />
c. Unless o<strong>the</strong>rwise directed by SecDef, <strong>the</strong> following applies:<br />
(1) Assigned RC <strong>for</strong>ces on active duty (o<strong>the</strong>r than <strong>for</strong> training) may not be<br />
deployed until validated by <strong>the</strong> parent Service <strong>for</strong> deployment.<br />
(2) CDRs may employ RC <strong>for</strong>ces assigned to subordinate component commanders<br />
in contingency operations when <strong>for</strong>ces have been mobilized <strong>for</strong> specific periods or when<br />
ordered to active duty after being validated <strong>for</strong> employment by <strong>the</strong>ir parent Service.<br />
(3) RC <strong>for</strong>ces on active duty <strong>for</strong> training or per<strong>for</strong>ming inactive-duty training may<br />
be employed in connection with contingency operations only as provided by law, and when<br />
<strong>the</strong> primary purpose is <strong>for</strong> training consistent with <strong>the</strong>ir mission or specialty.<br />
d. CCDRs will communicate with assigned RC <strong>for</strong>ces through <strong>the</strong> Military Departments<br />
when <strong>the</strong> RC <strong>for</strong>ces are not on active duty or when on active duty <strong>for</strong> training.<br />
