executing <strong>the</strong>se authorities, <strong>the</strong> CJCS works in collaboration with <strong>the</strong> Service Chiefs and<br />

o<strong>the</strong>rs (such as CDRUSSOCOM) to produce joint <strong>for</strong>ce capabilities.<br />

b. These authorities derive from <strong>the</strong> Goldwater-Nichols Department <strong>of</strong> <strong>Defense</strong><br />

Reorganization Act <strong>of</strong> 1986, which significantly increased <strong>the</strong> role <strong>of</strong> <strong>the</strong> CCDRs in many<br />

aspects <strong>of</strong> joint operations. As a result <strong>of</strong> <strong>the</strong> Goldwater-Nichols Reorganization Act, <strong>the</strong><br />

CJCS and CCDRs have a much larger role in joint <strong>for</strong>ce development, especially during <strong>the</strong><br />

planning, programming, and budgeting processes. All Services contribute <strong>the</strong>ir unique<br />

capabilities to <strong>the</strong> joint operation or campaign. Their integration is critical to overall joint<br />

<strong>for</strong>ce capability and effectiveness.<br />
